0 Introduction
The Rules was prepared based on the safety risks and certification risks of automobile products, it stipulates the basic principles and requirements for mandatory certification of all vehicles within the scope of application, with the view to ensuring that the certified vehicles continuously meet the requirements of laws, regulations and standards.
The Rules shall be used in conjunction with the general implementation rules issued by Certification and Accreditation Administration of the People's Republic of China (CNCA), such as Implementation Rules for Compulsory Product Certification - Classification, Management, Certification Modes Selection and Determination for Production Enterprises, Implementation Rules for Compulsory Product Certification - Utilization of Testing Resources and Other Certification Results of Production Enterprises, Implementation Rules for Compulsory Product Certification - General Requirements for Factory Inspection , etc.
Certification institutions shall, in accordance with the requirements of the general implementation rules and these rules, prepare rules for the implementation of certification, and shall implement both the general implementation rules and these rules.
Production enterprises shall ensure that the certified products they produced can continuously meet the requirements of certification and applicable standards.
1 Application scope
The Rules is applicable to Class M vehicles, Class N vehicles and Class O trailers (including complete vehicles and incomplete vehicles) that can run on China’s highways and urban roads.
The Rules does not apply to low-speed vehicles (three-wheeled vehicles and low-speed trucks collectively), vehicles running on tracks, trolley buses, special-purpose wheeled mechanical vehicles designed not to run and use on roads but mainly used for closed roads and workplaces, tractors for agriculture and forestry, construction machinery, and Class III chassis.
The adjustment of application scope, due to changes in laws and regulations or related product standards, technologies, industrial policies and other factors, shall be subject to the announcement issued by the CNCA.
Vehicles that apply for exemption from certification due to being used as samples for scientific research, testing, certification and testing, shall comply with Management Regulations for Compulsory Product Certification and the relevant provisions of CNCA.
2 Terms and definitions
For the definitions of vehicles, see GB/T 3730.1 Motor vehicles and trailers—Types—Terms and definitions, GB/T 17350 Terms and marks in special automobiles and semi-trailers and GB 7258 Safety specifications for power-driven vehicles operating on roads; and for the classification of vehicles, see GB/T 15089 Classification of power-driven vehicles and trailers. Other terms are as follows:
2.1 Complete vehicles: vehicles that have the intended function without any manufacturing.
2.2 Incomplete vehicles: vehicles that need to be further manufactured to have the intended use function.
2.3 Multi-stage manufacturing vehicles: vehicles that have the intended use function through multi-stage manufacturing.
2.4 Basic vehicles: complete vehicles and Class II chassis used for refitting.
2.5 Parts: the smallest independent units that constitute the assembly, system and vehicle. Such as lenses in rearview mirror assemblies.
2.6 Assembly: a combination composed of parts with certain functions. It can be independent or part of the vehicle or system, such as headlamp assembly and steering wheel assembly in steering system.
2.7 Parts: general term of parts and assemblies.
2.8 System: a combination of parts and assemblies with certain functions. Such as steering system and braking system.
2.9 Type II chassis: incomplete vehicle that can become complete after a loading platform or operating equipment is installed.
2.10 Type III chassis: incomplete vehicle that can become complete after a cab and a loading platform and operating equipment and an integral body are installed.
2.11 Mass-produced vehicles: vehicles produced in batch or on a large scale.
2.12 Non-mass-produced vehicles: for non-mass-produced vehicles, each certificate covers an annual production volume or import volume of no more than 500 vehicles.
