1 Applicable Scope
This standard specifies the emission control requirements of volatile organic compounds (VOCs) in petroleum refining and petrochemistry, pharmaceutical manufacturing, rubber product manufacturing, paint and ink manufacturing, plastic product manufacturing, electronic industry, automobile manufacturing and maintenance, printing and package printing, furniture manufacturing, surface coating, ferrous metal smelting and other industries.
This standard is applicable to the emission management of VOCs in waste gases of the exist and new established pollutant discharging units and the environmental impact assessment, environment protection facility design and completion environmental protection acceptance of construction project as well as emission management of VOCs after it is put into production.

3 Terms and Definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
volatile organic compounds
all the organic compounds which are greater than or equal to 10Pa in vapour pressure under 293.15K or have corresponding volatility under specific applicable conditions, excluding methane, hereinafter referred to as VOCs
3.2
standard state
the state when the temperature is 273.15K and the pressure is 101325Pa. All the standard values specified in this standard are subject to the dry exhaust gas at standard state.
3.3
maximum allowable emission concentration
the limit which shall not be exceeded by the average pollutant concentration of any 1h in the emission pipe after the treatment facility, or the limit which shall not be exceeded by the average pollutant concentration in any 1h in the emission pipe without treatment facility, in mg/m3
3.4
maximum allowable emission rate
the limit which shall not be exceeded by the mass of the pollutant emitted in any 1h from the emission pipe of certain height, in kg/h
