1 Scope
This document defines the terms and definitions for cleaning products, specifies the requirements, risk control measures, marking requirements and implementation of the standard, and describes the corresponding test methods.
This document applies to the research and development, production and sale of cleaning products.
This document does not apply to cleaning products classified as cosmetics and disinfectants, nor to detergents for food, nor to detergents for medical and industrial cleaning.
This document does not apply to drycleaning agents using organic solvents as the cleaning component.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 cleaning products
Preparations containing soap and/or surfactants for the purpose of washing and cleaning.
NOTE: Cleaning products are in any form (liquid, granule, powder, paste, bar, block, tablet, etc.) and are classified under “Manufacture of soaps and synthetic detergents”, code 2681, in GB/T 4754-2017.
3.2 surface active agent; surfactant; tenside
A compound that exhibits surface activity, which, when dissolved in a liquid, especially water, significantly reduces the surface tension or interfacial tension due to preferential adsorption at the liquid/air or other interfaces.
NOTE: A surfactant is a compound containing, in its molecule, at least one group that has an affinity for markedly polar surfaces (ensuring, in most cases, water solubility) and a nonpolar group that has little affinity for water.

3.3 primary biodegradation
The process whereby the chemical structure of a test substance is altered by biological action, resulting in the loss of a specific property.

3.4 ultimate biodegradation
The process whereby a compound or organic substance is degraded by microorganisms to carbon dioxide (CO₂), water (H₂O) and mineral salts in elemental form, and assimilated as part of the microorganism‘s biomass.
3.5 manufacturer
A natural or legal person responsible for placing a cleaning product on the market.
NOTE 1: Any person acting as a producer, importer, repackager, or any person who changes the characteristics of a cleaning product, or any person who creates or changes its labelling, is considered a manufacturer.
NOTE 2: A distributor who does not change the characteristics, labelling or packaging of a cleaning product is not considered a manufacturer, unless the distributor also acts as an importer.

3.6 harmful substance
A substance generated or introduced from cleaning product raw materials, packaging materials, production processing, transport and storage, which may pose a potential hazard to human health upon human exposure.
4 Requirements
4.1 Basic requirements
Under normal and reasonably foreseeable conditions of use, cleaning products shall not cause harm to human health, animal or plant safety. The environmental impact of cleaning products and their emissions after use shall be within acceptable limits.
4.2 Raw material requirements
4.2.1 General requirements
Substances (ingredients) used to formulate cleaning products shall comply with the following requirements:
a) Substances listed in the list of persistent organic pollutants shall not be used.
NOTE 1: The list of persistent organic pollutants can be found in the Stockholm Convention on Persistent Organic Pollutants.
b) Substances used to formulate cleaning products shall meet one of the following conditions:
After the substance has been assessed for safety by the manufacturer, raw material supplier or a professional body according to GB/T 41828, it is confirmed as:
● A substance classified as low hazard;
● A substance classified as medium or high hazard, requiring further exposurebased safety assessment to confirm that the risk is acceptable. When the hazard classification includes germ cell mutagenicity, reproductive toxicity or carcinogenicity, the use level of highhazard substances shall be less than or equal to 0.1 % (mass fraction), provided that the risk is assessed as acceptable (exceptional circumstances require support from administrative authorities or authoritative bodies regarding specific material usage).
c) The use of fragrances shall comply with the relevant category restrictions in GB/T 22731.
d) The use of prohibited and restricted substances in cleaning products shall comply with the provisions of Annex A.
NOTE 2: Annex B lists reference test method standards for prohibited and restricted substances in cleaning products.

1 Scope

4 Requirements
