Child-resistant packaging - Requirements and testing procedures for reclosable packages
1 Scope
This document specifies the requirements, test methods, test results, and test reports for reclosable packages designated as resistant to opening by children.
This document is applicable to the type approval of child-resistant reclosable packages (hereinafter referred to as "child-resistant packaging") for any product intended to be exposed or removed from the packaging in normal use.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
container
package made of metal, glass, plastic or a combination of two or more materials, which has a neck finish suitable for the proper attachment of a locking device
3.2
closure
cap of metal, plastic or a combination of materials designed to fit an appropriate container, equipped with a secure seal
3.3
child-resistant packaging
package which is difficult for children to open (or gain access to the contents), but which is not difficult for adults to use properly

3.4
reclosable package
package which, after it has been opened, is capable of being reclosed with a similar degree of security and is capable of being used a sufficient number of times
3.5
substitute product
inert substitute resembling the actual contents
Note 1: Solid substitute products for child-resistant packaging normally consist of powder, granules or units of any similar shape and size, varying from 5mm to 30mm in any dimension, preferably of a neutral colour, and not harmful in any way.
Note 2: Liquid substitute product is always uncolored water.

documented and reproducible mechanical characteristic test methods intended to measure the resistance of the relevant features of a child-resistant packaging system

mechanical test data
data generated by mechanical testing
Note: These data can be used for the verification of equivalency of a child-resistant packaging system to the type-approved package.

liner
medium used to form a seal between a closure and a container
3.9
essential characteristics
those elements, properties or attributes of the container/closure system that are critical for maintaining the child resistant functionality
Note: See 4.1.1 for examples of essential characteristics.

minor modifications
changes that potentially have no significant effect on child resistant functionality
3.11
type approval
procedure to certify as child-resistant a specific type of non-reclosable package, formed from a specified set of materials
