1 General Provisions
1.0.1 This standard is formulated with a view to strengthening constructional quality management, unifying standard for acceptance and ensuring constructional quality of high-speed railway communication engineering.
1.0.2 This standard is applicable to the constructional quality acceptance of newly-built 250~350km/h high-speed railway communication engineering. The constructional quality acceptance of signaling engineering for passenger dedicated line and inter-city railway in speed less than 250km/h may also refer to this standard.
1.0.3 The construction parties concerned of high-speed railway communication engineering shall establish and improve quality assurance system, conduct whole-process control over the constructional quality of engineering, and implement lifelong quality accountability system to management, technical and operating personnel.
1.0.4 The construction parties concerned of high-speed railway communication engineering shall standardize management system, personnel allocation, site management and process control, and implement construction and management requirements such as quality, safety, construction period, investment returns, environmental protection and technological innovation.
1.0.5 The construction of high-speed railway communication engineering shall fully comply with the national laws and regulations and the relevant technical standards and be in strict accordance with the design documents, the constructional quality shall meet the requirements for use functions, safety and quality performance of system, and the engineering shall be ensured of normal use during the design service life.
1.0.6 Main equipment and apparatuses adopted in high-speed railway communication engineering shall meet those specified in the relevant national and professional standards and admittance for railway industry.
1.0.7 Requirements for constructional quality as stated in the contract documents and engineering technical documents adopted in construction of high-speed railway communication engineering shall not be inferior to those specified in this standard; otherwise, these requirements shall prevail.
1.0.8 During construction of high-speed railway communication engineering, efforts shall be made to implement sustainable development strategy of the national economy, make rational utilization of resources and properly carry out environmental protection and water & soil conservation.
1.0.9 The construction of high-speed railway communication engineering shall comply with the current relevant labor protection laws and regulations of the nation to ensure health of constructors and to avoid or reduce harm.
1.0.10 For the construction of high-speed railway communication engineering, mechanized, industrialized, specialized and informationized construction measures shall be positively adopted.
1.0.11 For the construction of high-speed railway communication engineering, advanced, mature and scientific inspection and testing measures shall be adopted. The quality inspection data must authentic and reliable and overall reflect the engineering quality. The methods, instruments and equipment adopted shall meet those specified in the relevant technical standards, the instrument performance shall meet the requirements of quality inspection, and the quality inspectors shall possess the specified qualifications.
1.0.12 All the quality inspection reports, inspection and acceptance records and other technical management data for construction of high-speed railway communication engineering shall be timely filled in as required and shall strictly comply with the responsible person signature confirmation system. The filing, reorganization and preservation period constructional quality acceptance data shall meet the requirements of relevant provisions.
1.0.13 The construction and acceptance personnel of high-speed railway communication engineering shall pass necessary training and examination before taking up the post.
1.0.14 In addition to this standard, the constructional quality acceptance of high-speed railway communication engineering shall also comply with those specified in the current relevant standards of the nation.
2 Terms and Abbreviations
2.1 Terms
2.1.1 constructional quality of engineering.
summation of all obvious and implied characteristics on aspects such as safety, use function, durability and environmental protection, for reflecting that the engineering construction process or the entity meets those specified in the relevant technical standards or stipulated in the Contract.
2.1.2 acceptance.
confirmation, in written form, on whether the engineering quality is acceptable according to relevant standards, upon inspection for quality of inspection lot and subitem, divisional and unit projects by the organizations concerned with construction activities, under the premise that the engineering quality is acceptable upon self-inspection and evaluation of the construction organization.
2.1.3 site acceptance.
inspection for materials, members, accessories, equipment, etc. delivered to the construction site according to the requirements of relevant technical standards to confirm whether they are acceptable.
2.1.4 inspection lot.
an inspection unit composed of certain samples used for inspection and gathered according to the same production conditions or in required mode.
2.1.5 inspection.
activity of conducting measurement, inspection and test for the properties of inspection items and comparing the results and the standard requirements to determine the conformity of all property items.
2.1.6 witness testing.
supervisory activity conducted by the engineering supervision organization on the construction organization for material sampling, sample presentation, inspection or testing and test process.
2.1.7 parallel acceptance testing.
inspection or testing activity carried out independently by the supervision organization according to certain proportion by using certain inspection or testing means based on the self-inspection of construction organization.
2.1.8 on-site supervision.
supervisory activity conducted by supervisors on site during construction of critical part or working procedure of the engineering.
2.1.9 working procedure.
operation activity with relative independent characteristics or operation activity divided by necessary technical intermittent and pause during construction, which is the basic unit of construction process.
2.1.10 handing over inspection.
activity that the construction undertaking party and completing party jointly carry out inspection and confirm whether the construction can be continued.
2.1.11 dominant item.
inspection item playing a decisive role in quality, safety, health, environmental protection and public interest.
2.1.12 general item.
inspection item other than the dominant item.
2.1.13 quality of appearance.
external quality of engineering reflected by observation and necessary measurement.
2.1.14 repair.
measures like renovation for the position failing to meet the standard requirements in the engineering.
