The main revised technical content in this standard is as follows: 1. name and content of relevant chapters and sections are adjusted; 2. general provisions are supplemented; 3. terms and definitions are modified; 4. design content for proportion and number of cubicle is added; 5. arrangement requirements of family toilets, arrangement of facilities as well as specific requirements on water conservation and odor-resistance of sanitary wares in public toilets are added; 6. the former Chapter 4 " Design of Independence Public Toilets" and former Chapter 5 "Design of Dependence Public Toilets" are combined into Chapter 5 of this standard.

Standard for Design of Urban Public Toilets
1 General Provision
1.0.1 This standard is formulated with a view to improving design, construction and management level of urban public toilets and satisfying the requirements for public toilets of urban residents and floating population.
1.0.2 This standard is applicable to design for new construction and renovation of urban public toilets.
1.0.3 Construction of public toilets shall meet the requirements of urban master planning and current national standard GB 50337 Code for Planning of Urban Environmental Sanitation Facilities.
1.0.4 Design of urban public toilets shall comply with the requirements of this standard as well as the current relevant national standards.

3 Basic Requirements
3.0.1 Design of public toilets shall be people oriented and comply with the principle of "civilization, sanitation, convenience, safety and energy conservation".
3.0.2 Appearance and color design of public toilets shall be harmonious with surroundings.
3.0.3 As for plane design of public toilets, function division shall be carried out, sanitary wares and their using space shall be reasonably arranged, and configuration of accessible routes and accessible facilities shall be taken into full consideration.
3.0.4 Public toilets shall be classified into fixed and movable types; fixed public toilets shall include independent and dependent types; design and construction of public toilets shall be carried out according to the design requirements of corresponding type based on position and service target of public toilets.
3.0.5 Independence public toilets shall be classified into Types I, II and III according to surrounding environment and architectural design requirements; arrangement of independence public toilet type shall be in accordance with those specified in Table 3.0.5.

3.0.6 Dependence public toilets shall be classified into Types I and II according to sites and architectural design requirements; arrangement of dependence public toilet type shall be in accordance with those specified in Table 3.0.6.

3.0.7 Movable toilet shall be arranged at emergency site and public sites where fixed toilet is not suitable.
3.0.8 Average cubicle building area index (hereinafter referred to as cubicle area index) of independence public toilets shall be 5m2 ~7m2 for Type I, 3m2~4.9m2 for Type II and 2m2~ 2.9m2 for Type III.
3.0.9 Independence public toilet land shall include building land of public toilets as well as land for auxiliary septic tank and road.
3.0.10 Calculation of building area of public toilets shall meet the requirements of the current national standard GB/T 50353 Standard Measurement for Construction Area of Building.
3.0.11 Design of public toilets shall meet the requirements of the current national standards GB 50189 Design Standard for Energy Efficiency of Public Buildings, GB 50016 Code of Design on Building Fire Protection and Prevention and GB 50011 Code for Seismic Design of Buildings.
3.0.12 Sanitation design requirements of public toilets shall meet the requirements of the current national standard GB/T 17217 Hygienic Standard for Communal Toilet in City.
4 Design Requirements
4.1 Proportion and Number of Cubicle
4.1.1 As for sites with crowded people, proportion of women toilet cubicle to men toilet cubicle (including standing position for urination, the same below) shall not be less than 2:1.
4.1.2 As for other sites, proportion of men cubicle to women cubicle may be calculated according to following formula:

R——the ratio of women toilet cubicle number to men toilet cubicle number;
1.5——the ratio of time for female using toilet to that for male using toilet;
W——the measured and calculated number of female using toilet;
m——the measured and calculated number of male using toilet.
4.1.3 The quantity of men & women cubicles in public toilets shall be determined according to the relevant requirements of Section 4.2 in this chapter.
4.1.4 Men & women cubicles in public toilets (sitting position, squatting position and standing position) and the quantity should meet the requirements specified in Tables 4.1.4-1 and 4.1.4-2.

4.1.5 In case building area of public toilets is 70 m2, proportion of women toilet cubicle to men toilet cubicle should be 2: 1, cubicle area index should be 4.67m2 /person, and the occupation area of women toilet should be 2.39 times of that of men toilet (Figure 4.1.5).

3 Basic Requirements
