本标准是根据<<国家发展改革委办公厅关于印发2005年行业标淮项目的通知>>(发改办工业[2005]739号)安排制定的。本标准在 制定过程中参考了原专业标准ZBF24001-1990<<冲击电压测量实施细则>>。主要内容包括冲击电压测量系统，分压系统的验收试验，冲击电压分压系统，冲击电压测量仪器，数字记录仪、模拟示波器、峰值电压表的特性、要求和试验，测量系统 的组建 ， 测量系统的试验，冲击电压测量等。 本标准于2006年5月6日发布，2006年10月1日实施。
