——The requirements of 4.1 on annual output are modified;
——The characteristic descriptions of vehicle descriptor section (VDS) in 4.3.2 are modified;

——The marking requirements on VIN in Clauses 5, 6 and 7 are modified;

1 Scope
This standard specifies the content and structure, marking requirements and marking change requirements of vehicle identification number (VIN).
It is applicable to automobiles as well as incomplete vehicles, trailers, motorcycles and mopeds.
It may also serve as a reference for other vehicles to be marked with VINs.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 15089 and GB 16737 as well as the following apply.

vehicle identification number; VIN
a group of characters assigned to a vehicle by the manufacturer for identification purposes
3.2
world manufacturer identifier; WMI
the first section of the vehicle identification number (VIN) that identifies manufacturers of vehicles; when being assigned to a certain manufacturer, it serves as the identification marks of this manufacturer; and when the remaining sections of VIN being used together with the world manufacturer identifier, it ensures the uniqueness of VIN for all vehicles manufactured in the world for a period of 30 years
3.3
vehicle descriptor section; VDS
the second section of vehicle identification number (VIN) that describes the general characteristics of the vehicle
3.4
vehicle indicator section; VIS
the last section of vehicle identification number (VIN), a group of codes assigned by the manufacturer to distinguish one vehicle from another, which, together with the VDS, ensures a unique VIN of each vehicle produced by each manufacturer for a period of 30 years
3.5
completed vehicle
a vehicle that has design function and does not require manufacturing operations
3.6
incomplete vehicle
a vehicle that is composed at least by frame, power system, transmission system, running system, steering system and brake system, but still requires manufacturing operations to become a completed vehicle

manufacturer
a vendor or company that issues the delivery certificate of motor vehicle or product conformity certificate, undertakes the responsibility of the vehicle and VIN uniqueness, and is independent of the location of the assembly plant
3.8
incomplete vehicle manufacturer
a manufacturer that assembles components to manufacture an incomplete vehicle and none of these components can compose an incomplete vehicle alone
3.9
final-stage manufacturer
a manufacturer that carries out manufacturing operations on incomplete vehicles to make them become completed vehicles, or continues manufacturing operations on completed vehicles

intermediate manufacturer
a manufacturer that carries out manufacturing operations on vehicles manufactured in two or multi stages and is neither an incomplete vehicle manufacturer nor a final-stage manufacturer

4 Content and structure of VIN
4.1 Basic structure of VIN
The VIN consists of world manufacturer identifier (WMI), vehicle descriptor section (VDS) and vehicle indicator section (VIS), with17 characters in total.
For completed and/or incomplete vehicle manufacturers having an annual output of 1,000 or more, the first section of the VIN is the world manufacturer identifier (WMI), the second section is the vehicle descriptor section (VDS) and the third section is the vehicle indicator section (VIS) (as shown in Figure 1).
