This standard supersedes "Classification and Evaluation of Tourism Toilets" (GB/T 18973-2003); compared with GB/T 18973-2003, the main technical changes in this standard are as follows:
- The structure of standard is adjusted, strengthening the correspondence of relevant items and reducing the repeated contents;
- The quality grades of toilets are changed from 5 grades to 3 grades: Grade A, Grade AA and Grade AAA (from inferior to superior) (in 4.1, 2003 edition, the tourism toilets are classified into five star-levels and the star-level logo is pentagram);
- General provisions in tourism toilets standard are added;
- Environmental protection contents for toilets are added;
- Services of toilets are added;
- The number and distribution of toilets are added to the design and construction of toilets;
- Names and contents of relevant chapters and sections are adjusted;
- Water closet compartment proportion is modified;
- Definitions and contents of water closet compartment for wheelchair users, accessible urinal, family toilet, no-gender toilet, toilet service coverage, the least convenient point in the toilet service coverage and the farthest distance in the toilet service coverage are added;

3 Terminologies and Definitions
For the purposes of this document, the following terminologies and definitions apply.
3.1
Tourism toilet
Public toilets mainly used by tourists in tourism activity locations such as tourist attractions, areas along the tourist routes, transportation hubs, rural tourism spots, tourism restaurants, tourism entertainment venues and tourism blocks
3.2
Water closet compartment for wheelchair users
The water closet compartment arranged with water closet and grab bar in public toilet, which is convenient for people with movement disorder to get in and out.

3.3
Accessible urinal
The urinal with grab bar that is convenient for people with movement disorder to use.

3.4
Family toilet
The toilet used by people with movement disorder or for assisting the family members (especially opposite gender) who cannot move all by themselves. For example, the daughter may assist her old father, the son may assist his old mother, the mother may assist little boy, the father may assist little girl, and the couple may assist each other, etc.
3.5
No-gender toilet
It refers to single toilet room without gender limit, which may be used both by men and women; door locking when in toilet is adopted to realize safety and privacy protection.
3.6
Toilet service coverage
It refers to the service coverage of a toilet as planned within the area open to tourists. Where there is no specific planning, all locations where it is more convenient to arrive at this toilet along the line than other toilets within the area open to tourists belong to the service coverage of this toilet.
3.7
The least convenient point in the toilet service coverage
It refers to the point where it takes the longest time to arrive at this toilet along the line within the toilet service coverage.
3.8
The farthest distance in the toilet service coverage
It refers to the maximum distance leading to this toilet along the line within the toilet service coverage.
4 General Provisions
4.1 Requirements
The construction of tourism toilets shall meet the requirements of current relevant national standard of public toilets, and attention shall be paid to the protection for cultural relics and historic sites, natural environment and scenic spots.
4.2 Objectives
To improve the construction, management level and civilization degree of tourism toilets, including:
- The tourism toilets shall be sufficient in quantity and reasonable in distribution; the quantity of water closet compartments shall meet the demand, and the proportion of those for men to those for women shall meet relevant requirements.
- Tourism toilets shall be effectively managed, clean, odorless and in good operation.
- Where construction conditions for water-flushing toilets are unavailable, new technology complying with environmental protection requirements, convenient for maintenance and reliable in operation may be adopted for construction of tourism toilets.
5 Quality Grade Classification and Logo
5.1 Quality Grade Classification
Quality grades of tourism toilets are classified into 3 grades, namely Grade A, Grade AA and Grade AAA (from inferior to superior).
5.2 Bases for Quality Grade Classification
The quality grade classification is based on Chapter 6 and covers the common requirements and classification requirements. Common requirements propose the general requirements for quality rating for tourism toilets. Grade A, Grade AA and Grade AAA shall not only comply with common requirements, but also respectively comply with Grade A, Grade AA and requirements.
5.3 Grade Logo
Quality grade of Grade A, Grade AA and Grade AAA tourism toilets is expressed with "A; AA; AAA", and uniform logo is adopted, see Appendix A for schematic diagram.
6 Quality Grade Classification
6.1 Common Requirements
6.1.1 Design and Construction
6.1.1.1 Quantity and Distribution
The quantity and distribution of toilets shall meet the following requirements:
a) The toilet service coverage shall be defined. Adjacent toilet service coverages may be overlapped; the quantity and distribution of toilets shall meet the requirements of 4.2 and be free from obvious service blind area.
b) As for the tourist destinations mainly serving the old and children, the farthest distance in the toilet service coverage should not exceed 500m and it should not take more than 5min to arrive at the toilet in this coverage from the least convenient point in the toilet service coverage along the line.
6.1.1.2 Overall Design
The overall design of toilet shall meet the following requirements:
a) The construction area, quantity and layout of water closet compartments are determined according to visitor flow, the time for waiting in line should not exceed 5min; in the places with accumulated people flow, such as entrance of tourist area and parking lot, instantaneous bearing load of visitor flow shall be considered in the construction area, quantity and layout of water closet compartments and multiple toilet entrances should be arranged; in the area with shorter tourist peak season, mobile toilet may be temporarily adopted to supplement the quantity of water closet compartments.
b) The appearance shall be in harmony with surrounding environment.
c) Attention shall be paid to privacy protection and the toilet shall be designed based on local climate characteristics, open entrance may be adopted in tropical areas while thermal insulation in winter shall be considered in cold areas. Where gate is arranged in toilet, hand shall be prevented from being clamped between door leaf and door frame.
d) The materials for main buildings and decoration shall be harmless for human body, with fireproof performance meeting the requirements of GB 50016.
6.1.1.3 Water Closet Compartment
Water closet compartment shall meet the following requirements:
a) As for the toilets with men & women zones, the proportion of men water closet compartments to women water closet compartments (including men urinal) is not greater than 2:3.
b) Where no-gender toilet is adopted, the calculation method for the proportion of men water closet compartments to women water closet compartments (including men urinal) is from (M+X):N to M:(N+X) (M - quantity of men water closet compartments, N - quantity of women water closet compartments, X - quantity of no-gender water closet compartments), and the proportion range shall cover 2:3. In the area with large instantaneous people flow load (e.g. parking lot, entrance of tourist area etc.), no-gender toilet should be arranged.
c) The arrangement proportion of water closets to squatting pans should not be less than 1:5, the proportion of closet pan to urinal in men toilet should not be less than 1:2, and at least one water closet should be arranged in each no-gender toilet.
d) As for closet pan and urinal, at least one children toilet and accessible toilet shall be arranged; where the quantity of toilets is limited, accessible urinal and children urinal may be arranged together.
e) In the sites taking children tourism as subject, water closet compartments for children shall be added in accordance with the proportion of children quantity.
f) The height of upper edge of closet pan partition panel (wall) to the ground shall be larger than 1800mm and that of lower edge to the ground shall be within 150mm. The height of upper edge of urinal partition panel (wall) to the ground shall be larger than 1300mm and that of lower edge shall be within 600mm.
g) In each water closet compartment, toilet roll holder, clothes and hat hook, paper waste collection container shall be arranged, and shelf should be arranged. Each water closet compartment shall be provided with at least one handrail with reasonable position and firm installation.
h) The door lock of water closet compartment shall be firm and shall be opened inward and outward. Water closet compartment should be equipped with unmanned function-prompting device.
6.1.1.4 Water Closet
Water closet shall meet the following requirements:
a) Ceramic toilet meeting the requirements of GB 6952 should be selected if water supply and drainage is available.
b) Sanitation water closet without water source meeting the requirements of GB/T 18092 may be adopted if water supply and drainage is not available.
c) The closet pan may be equipped with anus cleaning device according to the structure of tourist source.
6.1.1.5 Ancillary Facilities
Ancillary facilities of the toilet shall meet the following requirements:
a) The toilet shall be provided with hand-cleaning equipment such as wash basin and tap, and should be provided with hand sanitizer container and hand-drying equipment. If hand cleaning equipment is put in water closet compartment, then each water closet compartment shall be equipped with it. Hand-cleaning equipment may be separately provided for men and women, may also be shared by them with the quantity referring to Table 1. New technology, such as rainwater collection, dry-type hand-cleaning device may be adopted for the toilet hand-cleaning equipment without water supply.
b) Toilet shall be provided with face mirror.
c) According to regional climate, toilet should be provided with cooling and heating facilities.
d) Hand-washing area shall be equipped with waste collection container.
e) Fire-fighting equipment shall be arranged.
f) Necessary cleaning tools shall be equipped.

New technology, such as rainwater collection, dry-type hand-cleaning device may be adopted for the toilet hand-cleaning equipment without water supply.
b) Toilet shall be provided with face mirror.
c) According to regional climate, toilet should be provided with cooling and heating facilities.
d) Hand-washing area shall be equipped with waste collection container.
e) Fire-fighting equipment shall be arranged.
f) Necessary cleaning tools shall be equipped.
