1 Scope
This part of GB/T 34570 specifies the safety of charger or charging unit used for charging in a conductive way the detachable or separable battery pack of motor-operated hand-held, transportable electric tools and lawn and garden tools powered by rechargeable battery.
This part is applicable to indoor or outdoor portable or fixed chargers or charging units supplied by mains supply at a voltage below single-phase a.c. 250 V.
This part also covers the requirements for the safety of chargers in battery tools which can be directly connected to mains supply or non-isolated power for operation and/or charging.
This part is not applicable to:
——Battery charging piles and charging devices used for electric vehicles;
——Charger of power supply unit used for electronic equipment;
——Charger of electronic flash equipment and power supply unit used for photography;
——Charger of battery used for toys;
——Battery charger used in special sites, e.g., sites with erosive and explosive gases (dusts, steams or combustible gases).

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
Note: unless otherwise specified, the terms "voltage" and "current" refer to the effective values.
3.1
charger
part or whole of charging system contained in an independent shell, with the charger containing at least all energy conversion circuits

4 General Requirements
The design and structure of charger shall ensure safety work and not cause danger to human or surrounding environment in intended use and reasonably foreseeable use.
Whether it is acceptable or not shall be determined by carrying out all the relevant tests, with all relevant requirements specified in this part met.
5 General Conditions of Test
5.1 The test meeting this part is type test.
5.2 All tests shall be carried out on charger according to the clause sequence, and the charger shall be able to pass all the relevant tests.
5.3 The test shall be carried out in the site without ventilation and with ambient temperature of (20±5)℃.
If the temperature reachable by any part is limited by temperature sensing device or influenced by ambient temperature, the ambient temperature shall be maintained at (23±2) ℃.
5.4 The chargers shall be tested at rated voltage and rated frequency in delivery state; for chargers intended to be connected to fixed wiring with flexible cord, they shall be tested with the applicable flexible cord connected to them.
5.5 The parts working at safety extra lower voltage in chargers shall meet the relevant requirements of Type III structure.
5.6 If Type I chargers have ungrounded accessible metal parts which are not separated from the live parts with a grounded intermetallic metal part, they shall meet the relevant requirements of Type II structure.
If Type I chargers have accessible non-metallic parts, they shall meet the relevant requirements of Type II structure, unless the non-metallic parts are separated from the live parts with a grounded intermetallic metal part.
6 Classification
6.1 The charger shall belong to one of the following categories when classified in accordance with electric shock protection:
——Type I charger;
——Type II charger.

6.2 Chargers marked with an IP code shall have appropriate protection class in accordance with GB/T 4208-2008.

6.3 There are two modes for charging battery tools or battery packs:
a) Power the built-in charging device of the tools directly from the single-phase AC network through the connector and charge with alternate current;
b) Power the charger from the single-phase AC network through the connector and charge the tool or battery packs with direct current.
The charger or device used to charge the battery tool shall belong to one of the following types:
——Portable type;
——Fixed type.
7 Marking and Description
7.1 The charger shall be marked with the following information:
——The rated output voltage, V;
——The rated output current, A or mA;
——The rated voltage, V;
——Source type symbol, which may be omitted if rated frequency or rated frequency range is marked. The source type symbol shall be marked immediately behind the mark of rated voltage;
——The rated input power/current, W/A;
——The rated current of the protective device installed at the D.C. distribution board, A;
——The polarity of the output terminal, with the anode expressed by "+" and the cathode by "-";
Note: for chargers which can avoid wrong polarity connection, the polarity marks are not necessary;
——Type II structure symbol (only applicable to Type II charger);
——Protection class code (IP code) for preventing of hazardous water penetration;
——Time-current characteristics of delay action fuse;
The following contents shall be marked if the output is no less than 20VA:
——Read instructions before charging;
——For indoor use or providing protection against rain (excluding charger or device with the enclosure protection class no less than IPX 4);
Chargers with switches shall be marked with following contents:
——The maximum turn-on time;
——The minimum "turn-off" time or the maximum ratio of the "turn-on time" to the "turn-off" time.
If the charger can be adjusted to a different rated DC output voltage, the output voltage that can be tuned to shall be clearly visible.
Compliance is inspected by observation.
The D.C. distribution board shall be marked with the following contents:
——The maximum output current of each output circuit, A;
——The type of any accessory power supply that can be connected.
