1.0.1 This code is formulated with a view to unifying the design technical standard and construction scale of freeway traffic engineering and roadside facilities and directing the engineering construction.
1.0.2 According to the design discipline specified in ""Technical Standard of Highway Engineering"" JTG B01—2003, this code formulates that the freeway traffic engineering and roadside facilities adopt Grade A specified in it.
1.0.3 This code is applicable to the design on construction and renovation of freeway traffic engineering and roadside facilities.
1.0.4 The design hourly volume of freeway traffic engineering and roadside facilities shall adopt the forecasted traffic volume of the main works of this freeway.
1.0.5 The freeway traffic engineering and roadside facilities shall include the traffic safety facilities, service facilities and management facilities. Each item of facilities shall be elaborately designed in compliance with the principle of ""safety first, serving for users and scientific management"" by combining with the requirement of the road-net scheme and overall design of highway where the item is applied for protecting the travelling safety and supplying favorable service for road users.
1.0.6 The overall dimension and load of the vehicles adopted in the design of freeway traffic engineering and roadside facilities shall comply with the corresponding provisions specified in ""Technical Standard of Highway Engineering"" (JTG B01—2003).
1.0.7 The design of freeway traffic engineering and roadside facilities must be accorded with the design of main works. The design for the construction and renovation (extension) of highway engineering shall adopt operating velocity for the security assessment, hereby to adjust the flat and ordinate-type technical criteria of highway, set traffic safety facilities or adopt corresponding control measures with view to increasing the travelling safety.
1.0.8 The freeway traffic engineering and roadside facilities shall be synchronously planed, designed and constructed with the main works, in which the monitoring system, fee charging system, communication system, power distribution, lighting and building construction of management facilities may be made with substage construction design by adopting the principle of ""general planning, once-through design and time phasing"" according to the rising of traffic volume and the development of road net, but the foundation engineering and pipelines related to the main works shall be left or concealed along with the implementation of main works. The substage design scheme of each system shall fully consider the influence of scientific-technical progress in future.
1.0.9 The design of freeway renovation (extension) engineering shall be worked with traffic organization design to reduce the disturbance on travelling and increase the passing and construction safety; and as for the construction section without disrupting the traffic, its service level may be designed by lowering one grade.
1.0.10 The general budget planning of freeway traffic engineering and roadside facilities shall implement those specified by the Ministry of Communications and relevant industries on general budget planning method, and shall be accounted into the general budget of main works.
1.0.11 The freeway traffic engineering and roadside facilities, involving many areas as electronics, correspondence, electric power and building construction, and environment landscape, shall not only comply with this code, but also shall comply with those specified in related current standards.
