Chapter 1 General Provisions
Article 1 With a view to standardizing the railway transportation of out-of-gauge and overweight goods and ensuring transport safety, the Rules hereby is formulated according to the Railway Law of the People's Republic of China, the Regulations on the Administration of Railway Safety, the Regulations of Railway Technical Operation, and other relevant laws and regulations.
Article 2 The Rules is applicable to national standard-gauge railways. When the joint venture railways and local railways that handle through transport with the state railways handle the transportation of out-of-gauge and overweight goods, the railway administration(s) shall incorporate the transportation safety of the out-of-gauge and overweight goods into the relevant transportation safety agreement. When the industrial railways and railway private sidings that handle through transport with the national railways handle the transportation of out-of-gauge and overweight goods, the railway administration(s) shall incorporate the transportation safety of the out-of-gauge and overweight goods into the relevant transportation safety agreement of industrial railways and railway private sidings.
Article 3 Transportation of out-of-gauge and overweight goods is of great significance to meeting national key project construction and national defense construction needs and promoting national economic development. All units must attach great importance to it, strengthen organizational leadership, improve business training, and be equipped with special personnel in charge of the transportation of out-of-gauge and overweight goods. The freight authority(ies) of the railway administration(s) shall implement the AB-duty double responsibility system for the administration on the transportation management of out-of-gauge and overweight goods.
Article 4 The railway administration(s) shall establish its transportation and clearance management committee for out-of-gauge and overweight goods of railways bureau, consisting of the Deputy Director General, Chief Engineer (Director) and responsible persons of relevant offices. The management committee shall establish corresponding working system, define the work responsibilities and coordinate in solving the significant problems arising from the transportation and clearance management of out-of-gauge and overweight goods.
Article 5 The railway administration(s) shall implement dynamic management on the actual construction clearance of the transportation lines of the out-of-gauge goods to ensure complete and accurate boundary data.
Article 6 The railway administration(s) shall actively utilize information technology, and apply aided decision-making system for clearance management and out-of-gauge and overweight goods transportation to realize data management and continuously improve safeguarding and professional management levels in an informatization-based approach.
Chapter 2 Definitions and Grading
Article 7 After the goods have been loaded, if any position of the goods protrudes the basic outline of rolling stock clearance when the car is staying on a horizontal straight line, or the calculated width of goods exceeds the basic outline of rolling stock clearance when the traveling route of the car is a curve with a radius of 300m, the goods are out-of-gauge goods.

Article 8 According to the out-of-gauge degree of goods, the out-of-gauge goods are classified into three grades: Grade I out-of-gauge, Grade II out-of-gauge and super out-of-gauge.
(1) Grade I out-of-gauge: the goods are out-of-gauge at a height of 1250mm above from the top of rail but do not exceed the clearance for Grade I out-of-gauge;
(2) Grade II out-of-gauge: the goods exceed the clearance for Grade I out-of-gauge but do not exceed that for Grade II out-of-gauge as well as the goods are out-of-gauge at a height of 150mm~230mm from the top of rail but do not exceed the clearance for Grade II out-of-gauge;
(3) Super out-of-gauge: the goods exceed the clearance for Grade II out-of-gauge as well as the goods are out-of-gauge at a height of 230mm~1250mm from the top of rail;
