This guide is formulated in order to implement the decision-making arrangements of the CPC Central Committee and the State Council on accelerating the construction of new infrastructure such as industrial Internet and Internet of Things (IoT), aiming to promote the deep integration of industrialization and informationization, provide service for the construction of manufacturing power and network power, advance high-quality development as well as guide users in industries such as industrial enterprises to use radio frequencies legally, set up and use radio stations according to law so as to maintain the order of airwaves.
I. Basic principles
(i) Use according to law
It is necessary to abide by the Regulations of the People's Republic of China on the Management of Radio Operation, Regulations of the People's Republic of China on Radio Frequency Division and other radio administration regulations, rules and normative documents in the implementation of industrial Internet and IoT services, the use of radio frequencies, the setting and use of radio stations as well as the research, development, production, import and sales of radio transmission equipment.
(ii) Coordinated development
The ubiquitous, personalized and customized needs of industrial Internet and IoT should be adapted, the diversity of technical systems and standards should be fully considered, and the adaptability of different application scenarios and frequency resource use should be improved. The use of 5G public mobile communication networks, which carry the industrial Internet and IoT services, is encouraged as the mainstay, supplemented by other modes.
(iii) Focus on innovation
The pilot and essential role of Spectrum resources on wireless industries will guide the innovative application of radio technology in the field of industrial Internet and IoT, which further promotes the intelligent and digital transformation of traditional infrastructure and manufacturing industries, empowers the development of strategic emerging industries, and facilitates the efficient use of frequency resources.
II. Use of radio frequency
Factors such as application scenarios, service objects, security controllability and operating costs should be considered, the differentiated needs of users in industries such as industry in terms of sharing and private use, convenience and security, individuality and commonality, wide area and local area should be met in a coordinated way, and one or more combinations of the following wide area network (WAN) or local area network (LAN) technologies should be flexibly adopted. The WAN technology includes public mobile communication system and private mobile communication system, while the LAN technology includes wireless access systems (WLANs) in 2400MHz, 5100MHz and 5800MHz frequency bands and micro-power short-distance radio transmission equipment.
