1.1 Subject contents
This standard specifies the location, design, operation and management, shut down and closure of storage and disposal site for general industry solid wastes as well as the requirements of pollution control and monitoring.
1.2 Application scope
This standard is applicable to construction, extension and renovation and the construction, operation, supervision and administration of the existing and in service storage and disposal site for general industry solid wastes; it is not applicable to the landfill site of hazardous wastes and household garbage.

3 Definitions
The following definitions are adopted in this standard:
3.1 General industry solid waste
It refer to the waste that does not listed in "National Hazardous Wastes list" or the industry solid waste that is indentified no hazardous characteristics according to identification standard of national GB 5085 and GB 5086 as well as the identification method of GB/T 15555.
3.2 The first kind of general industry solid waste
It refers to the general industry solid waste with the concentration of any pollutant in the leach liquor obtained through the leaching test carried out according to the method specified in GB 5086 not exceeding the maximal allowable discharge concentration of GB 8978 and the pH value is between 6~9.
3.3 The second kind of general industry solid waste
It refers to the general industry solid waste with concentration of one more pollutants in the leach liquor obtained through the leaching test carried out according to the method specified in GB 5086 exceeding the maximal allowable discharge concentration of GB 8978 and the pH value is between 6~9.
3.4 Storage site
It refers to the concentrated storage place (meet the requirements of this standard) non-permanently storing the general industry solid waste.
3.5 Disposal site
It refers to the concentrated storage place (meet the requirements of this standard) permanently storing general industry solid waste.
3.6 Percolate
It refers to the liquor exudes for the general industry solid waste during the storage and disposal process.
3.7 Permeability coefficient
It refers to the permeability velocity of the water passing through soil, rock or other impermeable material when the hydraulic slope is 1, by cm/s.
3.8 Seepage prevention works
It refers to the work of preventing liquid penetration in and out of storage and disposal site by natural or artificial impervious material.
