This standard specifies the emission limit, monitoring and controlling requirements of water and air pollutants from copper, nickel and cobalt facilities as well as the relevant requirements for the implementation and supervision of standards. This standard is applicable to the emission management of water and air pollutants from copper, nickel and cobalt facilities as well as environmental impact assessment, environment protection facility design, environmental protection acceptance after completion of development projects of copper, nickel and cobalt facilities and emission management of water and air pollutants after being put into production. This standard is not applicable to the emission management of water and air pollutants from industry such as reclamation and rolling processing of copper, nickel and cobalt as well as emission management of water and air pollutants generated by non-typical processing and facility attached to copper, nickel and cobalt industry. This standard is applicable to the legal pollutant emission behaviors; the site selection of newly set pollution source and the management of existing pollution sources in the special protection area shall comply with relevant requirements stated in such laws, regulations and rules as the "Law on Prevention of Air Pollution of the People's Republic of China", "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China", "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and the "Law of the People's Republic of China on Environmental Impact Assessment". The discharge control requirements of water pollutants specified in this standard are applicable to the behavior that the enterprises directly or indirectly discharge water pollutants out of their legal boundaries.

This standard specifies the emission limit, monitoring and controlling requirements of water and air pollutants from copper, nickel and cobalt facilities as well as the relevant requirements for the implementation and supervision of standards. This standard is applicable to the emission management of water and air pollutants from copper, nickel and cobalt facilities as well as environmental impact assessment, environment protection facility design, environmental protection acceptance after completion of development projects of copper, nickel and cobalt facilities and emission management of water and air pollutants after being put into production.
