This document is developed in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.
This document replaces GB/T 31464-2015 The grid operation code. In addition to structural adjustment and a number of editorial changes, the following technical deviations have been made with respect to GB/T 31464-2015:
— Terms and definitions of "retail electricity company", "renewable energy", "new energy", "distributed resources", "renewable energy station", "real-time control", "interruptible load", "electrochemical energy storage system", "connect", "power system security", "voltage stability", "frequency stability", "penetration rate of new energy installed capacity", "penetration rate of new energy electricity", “new energy simultaneous rate", "maximum simultaneous rate of new energy", "minimum simultaneous rate of new energy", "power monitoring system", "HVDC supplementary control", "cyber security", "cyber security management platform", "cyber security monitoring device", "electricity spot market", "ancillary services", "electricity ancillary service markets", "two completely independent communication channels" are added; — Terms and definitions of "grid connection" and "grid interconnection" are modified (see Clause 3);

Introduction
The regulatory document "Power Grid Operation Rules" issued by the former State Electricity Regulatory Commission focuses on management and responsibility, and clarifies the basic responsibilities, rights and obligations of power grid enterprises, their dispatching agencies and power grid users in all relevant stages of power grid operation. This document focuses on technical standards and working procedures. It specifies the technical conditions required for safe and stable operation of power grid in the planning, design and construction stage of power system, and clarifies the basic technical requirements and working procedures which the power grid enterprises and power generation enterprises must follow each other. It also specifies the basic technical requirements and working procedures for grid enterprises, power generation enterprises, power users must follow in grid access and grid operation, in order to ensure the safe and stable operation of power system and the social economic operation, industrial and agricultural production and normal order of people's life of China get reliable power guarantee.
The grid operation code
1 Scope
This standard specifies basic technical requirements and basic principles for grid operation and control.
This standard is applicable to power grid enterprises, power generation enterprises and power users, and relevant units for planning & design, construction, test commissioning and research and development as well as relevant management departments for power grid planning, design, grid connection, operation and other work.

For the purposes of this document, the terms and definitions given in GB/T 2900.49, GB/T 2900.50, GB/T 2900.52, GB/T 2900.57, GB/T 2900.58, GB/T 2900.59, GB/T 2900.68, GB/T 13498, GB/Z 14429, GB/T 36547 and the following apply.
3.1 Basic name
3.1.1
power system
an integral system which consists of power generation, supply (transmission, transformation and distribution) and utilization facilities as well as regulation and control, relay protection, automatic safety device, measuring device, dispatching automation and electric power communication to ensure its normal operation.
3.1.2
power system operator
an entity which is responsible for organization, command, instruction and coordination of power grid operation and for the operation of electricity spot market, including auxiliary services
3.1.3
power grid enterprise
power enterprises who possess, operate and run the power grid
3.1.4.
power plant
power plant (field and station), which is connected to the power grid and uses firepower (fire coal, oil and gas and biomass), hydro, nuclear, wind force, solar, geothermal and ocean energy
3.1.5
power generation enterprise
power generation company connected to the power grid (in possession of one or more power plants) or the power enterprises in position of power plants
3.1.6
bulk grid customer
customers which directly conclude power purchase/selling contract with grid enterprises at province (municipality and autonomous region) level or the consumers which purchase power directly to the power generation enterprises through the grid, and establish a dispatching relationship with power grid dispatching agencies
3.1.7
user of grid
Power generation enterprises, including self-supply power plant who complete power generation or power consumption by power grid and the main grid supply users.
3.1.8
retail electricity company
power market technical support system and customer service platform that can meet the functions of quotation, information submission, contract signing, customer service and so on. Electricity can be purchased in the electricity market, and bilateral negotiated transactions or centralized transactions can be carried out through the power trading platform. Electricity market entities provide value-added services to users, including but not limited to contract energy management, comprehensive energy conservation, rational energy use consulting and operation and maintenance of electrical equipment.

renewable energy
non-fossil energies, like wind energy, solar energy, water energy, biomass energy, geothermal energy and ocean energy
3.1.10
new energy
various forms of energy developed and utilized to reduce greenhouse gas emissions
Note: New energy includes clean energy such as solar energy, wind energy, geothermal energy, ocean energy, biomass energy and nuclear fusion energy. At present, wind and solar energy are widely used, which are characterized by easy access, uncontrollable randomness, volatility and intermittency.
3.1.11
distributed resources
power supply distributed at the user side, connected to power grid with voltage grade of 35KV or below, and mainly consumed on the spot.
Note: Distributed resources including solar energy, natural gas, bioenergy, wind energy, hydroenergy, hydrogen energy, geothermal energy, ocean energy, power generation by comprehensive utilization of resources (including power generation by gas of coal mine) and stored energy, etc.
3.1.12
electric power customer
entity or person which consumes electric energy by grid
3.1.13
renewable energy station
a collection of all equipment below the connecting point of a wind farm or solar power plant that is centrally connected to the power system
Note: The renewable energy station includes transformers, bus bars, lines, converters, energy storage, wind turbines, photovoltaic power generation equipment, reactive power regulation equipment and auxiliary equipment.
3.1.14
interruptible load
a portion of load that the power user can interrupted, during peak hours of the grid or in an emergency, by signing a contract (agreement)
3.1.15
electrochemical energy storage system
a system in which electrochemical cells are used as energy storage carriers and recyclable electric energy is stored and released through a power conversion system

3.1 Basic name
3.1.1
power system
an integral system which consists of power generation, supply (transmission, transformation and distribution) and utilization facilities as well as regulation and control, relay protection, automatic safety device, measuring device, dispatching automation and electric power communication to ensure its normal operation.
3.1.2
power system operator
an entity which is responsible for organization, command, instruction and coordination of power grid operation and for the operation of electricity spot market, including auxiliary services

power grid enterprise
power enterprises who possess, operate and run the power grid
3.1.4.
power plant
power plant (field and station), which is connected to the power grid and uses firepower (fire coal, oil and gas and biomass), hydro, nuclear, wind force, solar, geothermal and ocean energy
3.1.5
power generation enterprise
power generation company connected to the power grid (in possession of one or more power plants) or the power enterprises in position of power plants
3.1.6
bulk grid customer
customers which directly conclude power purchase/selling contract with grid enterprises at province (municipality and autonomous region) level or the consumers which purchase power directly to the power generation enterprises through the grid, and establish a dispatching relationship with power grid dispatching agencies
3.1.7
user of grid
Power generation enterprises, including self-supply power plant who complete power generation or power consumption by power grid and the main grid supply users.
3.1.8
retail electricity company
power market technical support system and customer service platform that can meet the functions of quotation, information submission, contract signing, customer service and so on. Electricity can be purchased in the electricity market, and bilateral negotiated transactions or centralized transactions can be carried out through the power trading platform. Electricity market entities provide value-added services to users, including but not limited to contract energy management, comprehensive energy conservation, rational energy use consulting and operation and maintenance of electrical equipment.

renewable energy
non-fossil energies, like wind energy, solar energy, water energy, biomass energy, geothermal energy and ocean energy
3.1.10
new energy
various forms of energy developed and utilized to reduce greenhouse gas emissions
Note: New energy includes clean energy such as solar energy, wind energy, geothermal energy, ocean energy, biomass energy and nuclear fusion energy. At present, wind and solar energy are widely used, which are characterized by easy access, uncontrollable randomness, volatility and intermittency.

distributed resources
power supply distributed at the user side, connected to power grid with voltage grade of 35KV or below, and mainly consumed on the spot.
Note: Distributed resources including solar energy, natural gas, bioenergy, wind energy, hydroenergy, hydrogen energy, geothermal energy, ocean energy, power generation by comprehensive utilization of resources (including power generation by gas of coal mine) and stored energy, etc.

electric power customer
entity or person which consumes electric energy by grid
3.1.13
renewable energy station
a collection of all equipment below the connecting point of a wind farm or solar power plant that is centrally connected to the power system
Note: The renewable energy station includes transformers, bus bars, lines, converters, energy storage, wind turbines, photovoltaic power generation equipment, reactive power regulation equipment and auxiliary equipment.

interruptible load
a portion of load that the power user can interrupted, during peak hours of the grid or in an emergency, by signing a contract (agreement)
3.1.15
electrochemical energy storage system
a system in which electrochemical cells are used as energy storage carriers and recyclable electric energy is stored and released through a power conversion system
