1 Scope
This standard specifies the product classification and labeling, requirements, test methods, inspection rules and marking, packaging, transportation and storage of hand cleaner.
This standard applies to the products for hand cleaning whose effective constituent is surface active agent.
This standard is not applicable to non-water-washable products.

3 Product Classification and Labeling
3.1 Product classification
Hand cleaner products are classified into ordinary type and concentrated type.
3.2 Product labeling
See Table 1 for product labeling method.

4 Requirements
4.1 Requirements on raw materials
The raw materials adopted shall meet the relevant requirements for Class B products in GB/T 26396-2011.
4.2 Sensory, physical and chemical indexes
Sensory, physical and chemical indexes of hand cleaner shall meet the requirements of Table 2.

4.3 Sanitation requirements
The limit requirements for the microbiological index (total bacterial count, total molds and yeasts count, thermotolerant coliform bacteria, staphylococcus aureus and pseudomonas aeruginosa) and harmful substances (mercury, lead, arsenic, cadmium, methanol and dioxane) shall meet the requirements of Safety and Technical Standards for Cosmetics (Edition 2015).
5 Test Method
Unless otherwise specified, during the analysis, only the recognized analytical reagent and the water at Level 3 or above as specified in GB/T 668 shall be used.
5.1 Appearance
Measure, not less than 200mL, test sample and transfer into a dry, clean and colorless wild-mouth glass bottle (with stopper), observe it under non-direct light.
5.2 Odor
Take proper amount of test sample and identify it by olfactory.
5.3 Stability
Measure, not less than 100mL, two portions of test sample and transfer into 250mL wild-mouth glass bottle (with stopper) respectively, one placed into (40±2)℃ insulation can for 24h, and then compare it with the sample without testing after it recovers to room temperature; another placed into (-5±2)℃ refrigerator for 24h, and then compare it with the sample without testing after it recovers to room temperature;
