Operation performance index and evaluation of electrochemical energy storage station
1 Scope
This standard specifies the contents and statistical methods of operation performance index of electrochemical energy storage station, as well as the principles and requirements of its operation effect evaluation.
This standard is applicable to electrochemical energy storage stations with rated power not less than 500 kW and rated energy not less than 500 kW·h. As for energy storage power stations of other scales, this standard may be used as a reference.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
electrochemical energy storage station
station, with the electrochemical battery as an energy storage element, capable of power storage, conversion and discharge, which consists of several different or the same type of electrochemical energy storage systems

4 General
4.1 An electrochemical energy storage station (hereinafter referred to as “energy storage station”) shall be subjected to regular operation evaluation after it has passed the completion acceptance and been handed over formally for production and management and its production, operation and maintenance are normal.
4.2 The energy storage station should be evaluated annually.
4.3 During the operation evaluation, the energy storage station shall be evaluated on its operation status and effect based on its basic information and operation data collected comprehensively according to the statistical results of the main technical and economical indexes.
4.4 Data of the energy storage station such as basic information and operation data mainly include:
a) type of energy storage battery, rated power and energy of energy storage unit, system structure, etc.;
b) voltage grade, main electrical wiring, main equipment model and parameters, auxiliary power system, etc. of power transformation and distribution facilities;
c) structure and main monitoring items of the station monitoring system and battery management system;
d) operation data, such as power, voltage, current and energy, of the station and energy storage unit; power system dispatching records of the station;
e) operation failure and maintenance records of the station and its energy storage unit;
f) operation and maintenance cost.
4.5 The time period of operation data collected before the operation evaluation of the energy storage station shall be consistent with the evaluation period.
4.6 Gauges and meters involved in the operation evaluation of the energy storage station shall have calibration qualified records.
4.7 Technical requirements for the equipment of the energy storage station shall comply with GB/T 36558.
5 Operation performance index of energy storage station
5.1 Energy indexes
5.1.1 General requirements
5.1.1.1 Energy indexes shall include on-grid energy, off-grid energy, auxiliary power consumption, utilization hours, equivalent utilization factor, and charging and discharging energy of energy storage units.
5.1.1.2 The off-grid energy of the energy storage station shall be equal to the sum of on-grid energy, auxiliary power consumption, and energy lose for both energy storage system and supporting power transmission and transformation facilities.
5.1.2 On-grid energy and off-grid energy of the station
5.1.2.1 The on-grid energy shall be the sum of the energy delivered by the energy storage station to the grid during the evaluation period; the off-grid energy shall be the sum of the energy received by the energy storage station from the grid during the evaluation period.
5.1.2.2 Both on-grid energy and off-grid energy shall be measured using the tariff gauge/meter between the energy storage station and the grid.
5.1.3 Auxiliary power consumption
The auxiliary power consumption shall be the total energy consumed by the monitoring system, lighting system, power system, HVAC, etc. to maintain the operation of the energy storage station during the evaluation period. It can be measured using the gauges and meters in the auxiliary power circuit through the monitoring system.
5.1.4 Utilization hours of the station
To obtain the operation hours of the energy storage station, the operation hours of each energy storage unit during the evaluation period shall be collected, weighted according to the rated power of each energy storage unit to get the mean and calculated using Formula (1):

4 General
4.1 An electrochemical energy storage station (hereinafter referred to as “energy storage station”) shall be subjected to regular operation evaluation after it has passed the completion acceptance and been handed over formally for production and management and its production, operation and maintenance are normal.
4.2 The energy storage station should be evaluated annually.
4.3 During the operation evaluation, the energy storage station shall be evaluated on its operation status and effect based on its basic information and operation data collected comprehensively according to the statistical results of the main technical and economical indexes.
4.4 Data of the energy storage station such as basic information and operation data mainly include:
a) type of energy storage battery, rated power and energy of energy storage unit, system structure, etc.;

c) structure and main monitoring items of the station monitoring system and battery management system;
d) operation data, such as power, voltage, current and energy, of the station and energy storage unit; power system dispatching records of the station;

4.5 The time period of operation data collected before the operation evaluation of the energy storage station shall be consistent with the evaluation period.

5 Operation performance index of energy storage station
5.1 Energy indexes
5.1.1 General requirements
5.1.1.1 Energy indexes shall include on-grid energy, off-grid energy, auxiliary power consumption, utilization hours, equivalent utilization factor, and charging and discharging energy of energy storage units.
5.1.1.2 The off-grid energy of the energy storage station shall be equal to the sum of on-grid energy, auxiliary power consumption, and energy lose for both energy storage system and supporting power transmission and transformation facilities.
5.1.2 On-grid energy and off-grid energy of the station
5.1.2.1 The on-grid energy shall be the sum of the energy delivered by the energy storage station to the grid during the evaluation period; the off-grid energy shall be the sum of the energy received by the energy storage station from the grid during the evaluation period.
5.1.2.2 Both on-grid energy and off-grid energy shall be measured using the tariff gauge/meter between the energy storage station and the grid.
5.1.3 Auxiliary power consumption
The auxiliary power consumption shall be the total energy consumed by the monitoring system, lighting system, power system, HVAC, etc. to maintain the operation of the energy storage station during the evaluation period. It can be measured using the gauges and meters in the auxiliary power circuit through the monitoring system.
5.1.4 Utilization hours of the station
