Technical guide for black-start of electrochemical energy storage
1 Scope
This document specifies the general requirements and technical conditions for black-start of electrochemical energy storage, as well as the black-start technical requirements for black-start preparation, self-start, start of power generating equipment, and restoration of black-start power supply of the substation.
This document is applicable to the planning, design, test and operation of electrochemical energy storage systems or stations which have black-start capability and may be served as black-start power supply.
2 Normative references
The following documents contain provisions which, through reference in this text, constitute provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies.
GB/T 36558 General technical requirements for electrochemical energy storage system in power system
GB/T 38334 Technical specification for black-start of hydropower station
GB/T 50064 Code for design of overvoltage protection and insulation coordination for AC electrical installations

3 Terms and definitions
For the purposes of this document, the terms and definitions given in DL/T 2528 and the following apply.
3.1
black-start of electrochemical energy storage
process of starting the connected power generation equipment or restoring the power supply of the substation equipment by means of the electrochemical energy storage system or station with black-start capability in the power system after a large-scale power outage without the support of an external power source
3.2
black-start time
time from the loss of working power and standby power at a power generating equipment or substation to the time when the power generating equipment or substation is able to restore power to the point of connection
4 General requirements
4.1 According to the point of connection, start object and path of the electrochemical energy storage system or station, the black-start of electrochemical energy storage may be divided into two types: starting the power generation equipment and restoring the black-start power supply of the substation. See Annex A for the typical black-start mode.
4.2 The planning and deployment for black-start of electrochemical energy storage system or station shall be linked to the layout and path planning of their black-start power supply connected to the grid.
