Chapter I General Provisions
Article 1 The Regulations is made according to "Regulations on the Supervision and Management of Civil Nuclear Safety Equipment" to strengthen the qualification management of welder and welding operator for civil nuclear safety equipment and to guarantee the welding quality of civil nuclear safety equipment.
Article 2 The Regulations is applicable to the qualification management of welder and welding operator for civil nuclear safety equipment.
Article 3 Any person (welder and welding operator) can't carry out welding of civil nuclear safety equipment unless attending assessment and obtaining the required certificate according to the Regulations.
Chapter II Organizations and Responsibilities
Article 4 The Nuclear Safety Regulatory Authority of the State Council takes responsibility of examining and issuing Certificate for Welder and Welding Operator for Civil Nuclear Safety Equipment, with major responsibilities as follows:
(1) Selecting assessment center for welder and welding operator for civil nuclear safety equipment (hereinafter referred to as the "assessment center");
(2) Organizing to develop examination outline and basic theory examination database and to carry out basic theoretical knowledge test for welder and welding operator;
(3) Supervising and inspecting assessment and management carried out at the assessment center;
(4) Examining examination plans and results submitted by the assessment center and issuing certificates to the qualified welders and welding operators;
(5) Filing and keeping the relevant information of the welders and welding operators holding certificates.
The Nuclear Safety Regulatory Authority of the State Council may set up a qualification approval committee for welder and welding operator for civil nuclear safety equipment as required, and the committee shall perform its own responsibilities.
Article 5 The Nuclear Safety Regulatory Authority of the State Council may select the assessment center from the entities that meet the following requirements:
(1) Having established sound quality assurance system for assessment on welders and welding operators, having sound assessment and management system, examination rules, and qualified welding procedure specifications and special theory examination database;
(2) Having more than 5 years of assessment performance on nuclear-grade welder and welding operator and having assessed at least 300 welders and welding operators;
(3) Having locations appropriate to the intended welder and welding operator assessment activities, including skill operation examination place (at least 20 stations), theory examination room, steel warehouse, test piece warehouse, welding consumables warehouse, inspection site, file store or database;
(4) Having equipment appropriate to the intended welder and welding operator assessment activities, including welding equipment, electrode and flux drying plant, test piece and specimen production equipment, physical and chemical inspection and nondestructive testing equipment, heat treatment facilities and measuring tools.
(5) Staff are composed of, as a minimum, full-time specialized technical welding personnel above engineer title (3) and full-time surface and volume nondestructive inspector above nuclear grade II (1);
(6) Having capability of organizing welder and welding operator examination and managing welding files.
Article 6 Assessment center shall be responsible for special theoretical knowledge and operating skill test of welder and welding operator, with major responsibilities as follows:
(1) Formulating examination plan;
(2) Examining qualifications of the welders and welding operators registering for examination;
(3) Determining special theoretical knowledge test contents and operating skill test items;
(4) Preparing and inspecting test pieces for examination and assessing test scores;
(5) Releasing steel seal to welders and welding operators;
(6) Developing or confirming welding procedure specification to be used in welder and welding operator examination;
(7) Establishing and managing welder and welding operator archives.
Article 7 The welders and welding operators intended to be engaged in civil nuclear safety equipment welding activities shall apply for examination to the assessment center. The applicants shall meet the following qualifications:
(1) Having an education background of middle school or above;
(2) Be in good health;
(3) Having the capacity of operation in accordance with the welding procedure specification;
(4) Having the capacity of undertaking welding work independently.
