Safety technology regulation for safety accessories of special pressure equipment
1 General
1.1 Purpose
This Regulation is formulated according to Special equipment safety Law of the People's Republic of China and Regulations on safety supervision of special equipment with a view to ensuring the safe use of safety accessories used on boiler, pressure vessels and pressure pipelines (hereafter referred to as safety accessories), protecting people's life and property safety, and promoting economic and social development.
1.2 Application scope
This Regulation applies to safety accessories used on boilers, pressure vessels, and pressure pipelines within the scope of the Catalogue of Special Equipment, including safety valves, bursting disc devices, and emergency shut-off valves.
For the definitions and classification of safety valves, bursting disc devices, and emergency shut-off valves, see Annex A of this Regulation.
1.3 Exclusions
This Regulation is not applicable to the safety accessories used on special equipment in military equipment, nuclear installations, aerospace vehicles, railway locomotives, maritime installations and vessels, and underground mines, as well as safety accessories used on special equipment for civil airports.
1.4 Product standard
(1) Safety accessories shall meet the basic safety requirements of this Regulation:
(2) The product standards listed in Annex B of this Regulation are the standards that meet the basic safety requirements of this Regulation.
(3) When using product standards other than those listed in Annex B of this Regulation, the safety accessory manufacturer shall provide a comparison table demonstrating that the standard meets the basic safety requirements of this Regulation and the safety requirements of the product standards listed in Annex B of this Regulation. The format is specified in Annex C of this Regulation.
1.5 Relationship with standards and management systems
(1) This Regulation specifies the basic safety requirements for safety accessories in aspects including materials, design and manufacture, type testing, selection and installation, and usage management. The requirements stipulated in technical standards and management regulations for safety accessories shall not be lower than the provisions of this Regulation.
(2) Safety accessories shall generally be designed and manufactured in accordance with national standards or professional standards. If relevant national or professional standards have not been established, group standards or enterprise standards shall be developed. When international standards are adopted, the provisions of clause (3) of Article 1.4 of this Regulation shall be met.
1.6 Handling of special cases
Any relevant unit intending to adopt new materials, new technologies or new processes that are inconsistent with the requirements of this Regulation, or when this Regulation has no requirements but which may have a significant impact on safety performance, shall report to the State Administration for Market Regulation for the implementation of sandbox supervision. The State Administration for Market Regulation shall organize a technical review and grant approval in accordance with the evaluation and approval procedures for the new materials, new technologies and new processes.
1.7 Usage management and recall
Safety accessories shall be managed for usage together with the special equipment in accordance with the provisions of this Regulation and relevant safety technical specifications. If safety accessories haves common defect, the manufacturer shall fulfill the recall obligation in accordance with the Regulation for Defective Special Equipment Recall Management (TSG 09-2025).
1.8 Management requirements
Manufacturers, installation units, using units, as well as inspection and testing institutions of safety accessories shall strictly implement this Regulation, record the process information for the corresponding design, manufacture, installation, use, inspection and testing, and timely input the required data into the information management system for special equipment in accordance with the provisions for information management of special equipment.
2 Materials
2.1 Basic requirements
(1) The selection of materials for safety accessories shall consider the material's mechanical properties, chemical properties, processing properties, and its compatibility with the medium.
(2) The properties of materials for safety accessories shall comply with the product standards listed in Annex B of this Regulation and the corresponding national or professional standards for the materials.
(3) The material user shall require the material manufacturer to provide a material certificate, the content of which shall be complete and clear, and shall be printed with traceable information markings, and stamped with the material manufacturer's quality inspection seal. The material certificate shall include the material manufacturer's name, material designation, specifications, furnace batch number, delivery status, applicable standard, inspection items and results, and the date of issuance of the certificate.
(4) When a safety accessory manufacturer obtains materials for safety accessories from a source other than the material manufacturer, it shall obtain the original material certificate provided by the material manufacturer, or a copy stamped with the material supplier's official seal and signed (or stamped) by the responsible person.
(5) The safety accessory manufacturer shall select materials in accordance with the product standards listed in Annex B of this Regulation and the design documents, and shall be responsible for the authenticity, traceability, and consistency of the selected materials and the material certificate.
2.2 Use of materials with overseas designations for pressure parts of safety accessories
(1) Materials with overseas designations shall be those permitted for use by current overseas standards and specifications, and there shall be existing examples of their use under similar service conditions overseas.
(2) The chemical composition and properties of materials with overseas designations shall meet the requirements of this Regulation and the product standards listed in Annex B of this Regulation.
(3) Before using a material with an overseas designations for the first time to manufacture safety accessories, the safety accessory manufacturer shall conduct process tests according to the requirements of the relevant product manufacturing process and establish corresponding process documents.
(4) The safety accessory manufacturer shall review the material with the overseas designations and its material certificate documents. In case of any objection, verification tests for the chemical composition and mechanical properties of the material shall be conducted. The material may be put into use only after the verification results comply with the requirements of this Regulation and the product standards listed in Annex B of this Regulation.
(5) The certificate documents, process qualification documents, and verification test results (if applicable) for materials with overseas designations shall be included in the archived documentation for the safety accessories.
2.3 Material management
(1) The safety accessory manufacturer shall establish a material acceptance procedure and may put materials into use only after they have been confirmed to be acceptable.
(2) The safety accessory manufacturer shall establish a management system for material storage and usage. Pressure parts of safety accessories shall bear a material designation mark. This mark shall be transferred before the material is cut or used, ensuring material traceability.
3 Design and manufacturing
3.1 Basic requirements
(1) Safety accessory manufacturers shall obtain a Special Equipment Production Permit in accordance with the requirements of relevant safety technical specifications, shall conduct type testing according to the provisions of this Regulation, and shall engage in the manufacture of safety accessories within the scope of the permit and the coverage of the type test certificate.
(2) Safety accessory manufacturers shall establish and effectively operate a quality assurance system for the manufacture of safety accessories in accordance with the requirements of relevant safety technical specifications. The manufacturer and its primary person in charge shall be responsible for the safety performance of the safety accessory products they manufacture.
3.2 Design
The design of safety accessories shall comply with the requirements of this Regulation and the product standards listed in Annex B of this Regulation. The safety accessory manufacturer shall be responsible for the rationality and correctness of the product design.
3.2.1 Structural design
The structural design of safety accessories shall comprehensively consider factors such as function, operating characteristics, medium properties, service condition parameters, and their influence on the operating element, ensuring the consistency and stability of product performance.
3.2.2 Design documents
The design documents for safety accessories shall at least include a design specification, a design calculation document, design drawings, a material list, and an instruction manual, etc.:
(1) The design specification shall include the standard basis, performance index requirements, service conditions, and inspection and acceptance standards;
(2) The design calculation document shall include the purpose, basis, and calculation parameters of the design calculations.
(3) The design drawings shall include a general assembly drawing and main component and parts drawings, etc.
(4) The instruction manual shall cover product introduction, design standards, structural performance, installation and use, and maintenance, etc.
3.3 Manufacturing
3.3.1 Manufacturing process requirements
The manufacturer shall develop a comprehensive manufacturing quality plan based on the requirements of the product standards and design documents, perform operations according to the operation (process) documents, and inspect and record procedures such as material property testing, machining, welding, heat treatment, non-destructive testing, and factory inspection at the quality control points specified in the quality plan.
(1) Material property testing shall be performed on the base material of the component part, or on a test specimen from the same batch and the same furnace heat treatment.
(2) Welding procedure qualification shall comply with the provisions of Welding procedure qualification for pressure equipments (NB/T 47014). The qualification of the sealing surface overlaying-welding procedure shall comply with the provisions of Overlaying-welding procedure qualification for valves sealing face (GB/T 22652). The technical documentation for the welding procedure qualification (including the welding procedure qualification test specimens) shall be retained until the welding procedure qualification becomes invalid;
(3) If component parts require heat treatment, the performance of the material after heat treatment shall be tested. The heat treatment equipment shall have automatic temperature control and recording functions.
(4) If component parts have non-destructive testing requirements, the testing method shall be determined based on the design, process, and relevant technical specifications, and non-destructive testing shall be performed at an opportune stage in the component part manufacturing process.
3.3.2 Factory inspection
3.3.2.1 Inspection equipment and measuring instruments
The manufacturer shall equip the necessary testing instruments and test devices according to the factory inspection items required by this Regulation and the product standards, ensuring its testing capability meets the factory inspection requirements for the products.
3.3.2.2 Factory inspection requirements
(1) Before safety accessory products leave the factory, all factory inspection items shall be completed in accordance with this Regulation and the product standards;
(2) The test medium shall comply with the provisions of Annex D through Annex F of this Regulation. If no provisions are specified in Annex D through Annex F of this Regulation, it shall comply with the provisions of the product standards or design documents.
(3) If strength testing is not suitable after assembly for a safety accessory, or if oil/grease needs to be prohibited or liquid cannot be present after product assembly, the strength test for its component parts shall be completed before assembly. The strength test pressure shall meet the requirements of the relevant product standards and design documents.

1 General
1.1 Purpose
This Regulation is formulated according to Special equipment safety Law of the People's Republic of China and Regulations on safety supervision of special equipment with a view to ensuring the safe use of safety accessories used on boiler, pressure vessels and pressure pipelines (hereafter referred to as safety accessories), protecting people's life and property safety, and promoting economic and social development.
