Article 1 This regulation was formulated in accordance with the relevant requirements of Regulations on "Safety Supervision over Special Equipment" to ensure safe operation of nonmetal pressure vessels, guarantee the life and property safety of the people and promote the development of the national economy.
Article 2 This regulation is applicable to:
(I) The nonmetal pressure vessels whose maximum working pressure is larger than or equal to 0.1Mpa (gauge pressure, excluding liquid static pressure), and the product of pressure and volume is larger than or equal to 2.5MPa•L, which is to contain medium such as gas, liquefied gas and liquid whose maximum working temperature is above or equal to the normal boiling point, including graphite pressure vessels, glass fiber reinforced resinoid plastic (hereinafter referred to as "GRP") pressure vessels, full-plastic pressure vessels, movable nonmetal pressure vessels, etc.;
(II) Such safety accessories as are related to the above nonmetal pressure vessels, including safety valve, emergency shutoff device for bursting disc device, safety interlock, pressure gage, liquid level meter and thermodetector;
(III) Weld (cementing) groove of the first streak of circumferential weld (cementing) seam of the weld (cementing) connection between the nonmetal pressure vessels and external pipe or device, the first flange sealing surface of flange connection, the first sealing surface of special connecting piece or pipe fittings connection and the first connection point and its supporting construction of lifting lug, support, apron support or other supporting construction connected with the pressure vessels directly;
(IV) The pressure cap and its fasteners at the opening part of nonmetal pressure vessels;
(V) Weld (cementing) joint connecting non-pressure elements and the main body of nonmetal pressure vessels.
Article 3 this Regulation is not applicable the following nonmetal pressure vessels:
(I) Maximum working pressure is less than 0.1MPa during normal operation;
(II) All kinds of cylinders;
(III) For defense or military equipments.
Article 4 All the nonmetal pressure vessels manufactured or used within the territory of People's Republic of China shall be in accordance with the relevant requirements of such safety technical regulations to be published by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ" as "Supervisory Administration Regulations For Manufacture of Boiler and Pressure Vessel" and "Registration Administration Regulations For Application of Boiler and Pressure Vessel" in terms of their manufacture license, safety performance supervision inspection and application management.
Article 5 The nonmetal pressure vessels shall strictly enforce the requirements of this Regulation in terms of design, manufacture, installation, application, inspection, reconstruction and repair.
The metal parts or devices which combine or connect with the nonmetal pressure vessels shall also meet the requirements of "Supervision Regulation on Safety Technology for Pressure Vessel".
Article 6 When the technical requirements and operating conditions for design and manufacture of the nonmetal pressure vessels are not in accordance with this Regulation, the type test or technical (appraisal) evaluation shall be carried out after a certain period of trial use and verification through learning and drawing lessons and submit the reference, conditions, data, results of the tests which have been performed, the test report of the third party and other relevant technical data to the professional organizations approved by AQSIQ for examination or evaluation to provide basis for absorbing them into the corresponding safety technical regulation or the standards.
Article 7 The design and manufacturer of the nonmetal pressure vessels shall meet the requirements of corresponding safety technical regulations, national standards, professional standards or enterprise standards.
Those who adopt the international standards or foreign advanced standards shall convert the standards to the enterprise standards and shall meet the requirements of Article 6 of this regulation.
Without corresponding standards, design and manufacturing of nonmetal pressure vessels shall not be carried out.
Article 8 For the imported nonmetal pressure vessels and the nonmetal pressure vessels made by domestic manufacturer in accordance with the foreign technology and standards and used in China, when their technical requirements and operating conditions are not in accordance with this regulation, refer to Article 6 of this Regulation.
Article 9 All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
