0 General requirements
0.1 Introduction
This document is drafted in accordance with the part of the relevant commercial gas-burning appliances in Detailed rules for implementation of compulsory product certification - Gas-burning appliances (CNCA-C24-01:2024) of CNCA. As a supporting document, this document is developed to detail the rules for implementation, and shall be used in conjunction with the rules for implementation and the certification standards.
If CNCA adjusts the rules for implementation, or if there is change in the relevant laws and regulations or relevant product standards, technologies, industrial policies and other factors, the relevant provisions issued by CNCA shall prevail, and this document will be revised immediately.
0.2 Principle of production enterprise classification
The certification agency collects and sorts out all kinds of quality information related to certified products and their production enterprises, and classifies the production enterprises accordingly. The applicants, producers and production enterprises shall cooperate with certification agency.
The certification agency classifies the production enterprises into four categories, which are represented by A, B, C and D, as shown in the table below. The quality information based on which the production enterprises are classified covers the following aspects at least:
① Conclusion of factory inspection, including initial factory inspection and post-certification follow-up inspection;
② Results of supervision sampling testing (production site sampling or market sampling);
③ Results of national or provincial quality supervision and random inspection, and conclusion of CCC special supervision and inspection;
④ Cooperation on post-certification supervision of the applicant, producer and production enterprise;
⑤ Judicial decision, media exposure and quality information feedback from product users and the public;
⑥ Quality of certified products;
⑦ Other information.
Principle of production enterprise classification
Category Classification principle
A (1) No major nonconformity is identified in the initial factory inspection and the post-certification follow-up inspection over the past two years;
(2) No nonconformity is identified in the post-certification supervision and testing, and the spot check results of quality supervision on various products at the national and provincial levels are all "acceptable";
(3) The enterprise has good independent design capacity, and its own testing resources have the accreditation qualification issued by an accreditation agency mutually recognized by ILAC agreement in accordance with the standard ISO/IEC 17025, or meet the technical capacity requirements specified in ISO/IEC 17025;
(4) The enterprise has a good quality reputation, without any records of dishonesty or bad behavior during the certification period, bad feedback from the market and the public, or major quality and safety accidents, media exposure, etc. in the enterprise and its certified products.
(5) Others (for details, please refer to the regulations on classification and evaluation of production enterprises of certification agencies)
B Production enterprises other than those of Categories A, C and D.
C (1) It is judged as "on-site verified" in the conclusion of the initial factory inspection and post-certification follow-up inspection;
(2) There are product quality issues attributable to the enterprise, but not severe enough to revoke the certificate;
(3) The certification agency determines, based on a comprehensive evaluation of quality information related to the production enterprise and the certified product, that it shall be reclassified as a Category C enterprise.
D (1) It is judged as “failed” in the conclusion of the initial factory inspection and post-certification follow-up inspection;
(2) There is safety item judged as "rejected" in the conclusion of the post-certification supervision and testing;
(3) Refuse inspection and/or supervision sampling without justified reasons;
(4) There are severe defects in product quality of significant impact to product safety, attributable to the enterprise, which may result in certificate suspension or revocation;
(5) Any "nonconformity" is identified in related to compulsory product certification testing in various product qualify supervision spot checks at national, provincial and other levels;
(6) The certificate is suspended or revoked due to its failing to meet other compulsory product certification requirements;
(7) The certification agency determines, based on a comprehensive evaluation of quality information related to the production enterprise and the certified product, that it shall be reclassified as a Category D enterprise.
The certification agency will determine the classification results (categories) of production enterprises according to the above classification principles based on all kinds of quality information collected in real time. If there are any changes, the publicly released documents shall prevail.
For the production enterprises without quality information that entrusts for certification for the first time, the production enterprise classification result (category) is Category B.
Before the annual follow-up inspection, the certification agency will inform the certified enterprises of the information on classification management determination/adjustment.
The certification agency implements dynamic management on production enterprises according to all kinds of relevant information collected in combination with classification principles and relevant classification management on production enterprises, and reevaluates and adjusts the classification results on a regular basis. If an enterprise has any major problems affecting the result of risk assessment, the certification agency will reclassify the enterprise into the high-risk category at any time according to the assessment result. On the contrary, if the evidence suggests that the factors causing the risks have been effectively controlled, and there are no bad records in the two inspections of the enterprise, the certification agency will adjust the risk to low level successively in the order of D→C→B→A according to the risk assessment.

0.1 Introduction
This document is drafted in accordance with the part of the relevant commercial gas-burning appliances in Detailed rules for implementation of compulsory product certification - Gas-burning appliances (CNCA-C24-01:2024) of CNCA.
