CNCA-C11-07:2014 Implementation Rules for Compulsory Product Certification-external lighting and light-signalling devices for motor vehicles (English Version)
Introduction
The Rules was formulated based on the safety risk and certification risk of external lighting and light-signalling devices for motor vehicles. It specifies the basic principles and requirements for implementation of compulsory product certification of the external lighting and light-signalling devices for motor vehicles.
The Rules shall be used together with the general implementation rules issued by the Certification and Accreditation Administration of the Republic of China (CNCA), e.g., "Implementation Rules for Compulsory Product Certification - Production Enterprise Classification Management, Certification Mode Selection and Determination", "Implementation Rules for Compulsory Product Certification - Utilization of Testing Resources and Other Certification Results of Production Enterprises" and "Implementation Rules for Compulsory Product Certification - General Requirements for Factory Inspection".
The certification authority shall formulate the certification implementation regulations in accordance with the requirements of general implementation rules and the Rules, and shall implement these regulations together with the general implementation rules and the Rules.
The production enterprises shall ensure that their certified products always meet the requirements of certification and applicable standards.
1 Application Scope
The Rules is applicable to the external lighting and light-signalling devices for motor vehicles of Categories M, N, O and L.
The adjustment of application scope caused by the changes of factors such as laws, regulations, relevant product standards, technologies, and industrial policies shall be subject to the announcement issued by CNCA.
2 Terminologies and Definitions
External lighting and light-signalling devices: the devices designed to light roads or send light signal to other road users (hereinafter referred to as "lighting fittings").
The definitions of various types of lighting fittings are detailed in GB 4785 and GB 18100.
3 Reference Standards for Certification
See Attachment 4.
In principle, the latest editions of above standards issued by the administrative department of national standardization shall be implemented. Where other editions of these standards are required, they shall be subject to the CNCA announcements which are applicable to relevant standard requirements.
4 Certification Mode
Basic certification mode for implementing compulsory certification of the external lighting and light-signalling devices for motor vehicles is as follow:
Type test + initial factory inspection + post-certification supervision;
The post-certification supervision in the above-mentioned basic certification mode refers to one of the three kinds of modes: post-certification follow-up inspection, sampling testing or inspection on production site, and market sampling testing/inspection.
