1. Scope of application
These rules apply to the interior materials products made of organic materials or organic composite materials used on road motor vehicles (hereinafter referred to as interior materials). Trim products made of organic materials or organic composite materials used on non-road vehicles (such as construction machinery, agricultural machinery, etc.) or other positions of the above vehicles can be used by reference.
The adjustment of the scope of application caused by changes in laws and regulations or related product standards, technologies, industrial policies and other factors shall be subject to the announcement issued by China Quality Certification Center (CQC).
2. Authentication mode
The certification mode of interior material products is: type test+initial factory inspection+supervision after certification

The initial factory inspection shall be conducted according to the production consistency inspection method. According to the different organization and production methods and product characteristics of products, differentiated production consistency inspection and post-certification supervision can be adopted in the specific implementation.
3. Certification application
3.1 Division of certification units

4.1 Type test scheme
For the certification entrustment requiring type test, after the application data are approved, CQC shall formulate the type test plan according to the unit division principle and the certification standards, and notify the certification entrustment. The type test plan includes the sample requirements, test standards and items, laboratory information, etc. for unit or unit combination sample sending/sampling. If there is only one model in the application unit, send the sample of this model. When multiple models/specifications are included in the same unit, the representative models/specifications shall be selected for the samples, and the selected samples shall cover the structural parameters of other products and the manufacturers of key parts/raw materials as much as possible.
4.2 Requirements for type test samples
4.2.1 Basic requirements
The type test sample shall be the product produced by the certified manufacturer according to the normal processing method. The certification client shall ensure the consistency of the samples it provides with the actual production products, and shall not borrow, rent or purchase samples for testing. CQC and/or the laboratory shall review the authenticity of the samples provided by the certification client. If the laboratory has doubts about the authenticity of the sample, it shall explain the situation to CQC and make corresponding treatment.

5. Initial factory inspection
5.1 Basic requirements
The manufacturer or factory shall establish, implement and continuously maintain its production consistency control system in accordance with the requirements of Annex 2 of these Rules to ensure that the certified products continue to meet the certification requirements. CQC checks the conformity of the factory's production conformity control system. The initial factory inspection shall be conducted in the way of production consistency control plan review+production consistency factory on-site inspection (factory on-site inspection for short).
Generally, the factory site inspection shall be conducted after the type test is qualified and the production consistency control plan is reviewed. If necessary,
Product type test and factory site inspection can also be carried out at the same time.
In principle, the review of production consistency control plan and factory site inspection shall be completed within one year after the type test is qualified, otherwise, the product type test shall be conducted again.
Subsequent applications for similar products of the same enterprise are exempt from the review of the production consistency control plan and the factory on-site inspection, and only the supervision and inspection after the certificate is obtained.
6. Evaluation and approval of certification results
6.1 Certification evaluation and decision
CQC shall comprehensively evaluate the type test results, production consistency control plan review and factory site inspection results, and issue the certification certificate to the certification client if the evaluation is qualified. Each application unit shall be issued with a certificate.
When the type test fails, the production conformity control plan review or the factory site inspection fails, the certification authority makes a decision of disqualification and terminates the certification. If you want to continue to apply for certification after termination of certification, reapply for certification.
7. Supervision after certification
The post-certification supervision refers to the supervision carried out by the certification authority on the certified products and their production enterprises. CQC carries out post-certification supervision in combination with the actual situation of the manufacturing enterprise. The supervision contents include the supervision and inspection of production consistency and the supervision and sampling inspection. See Table 3 for the selection of post-certification supervision methods.
8. Certification certificate
8.1 Maintenance of certification certificate
The period of validity of the certification certificate of the products covered by this rule is 10 years. During the validity period, the validity of the certificate depends on the regular supervision of CQC.
If the authentication certificate expires and needs to be used continuously, the authentication client shall propose the authentication entrustment within 90 days before the expiration of the authentication certificate. If the supervision result is qualified after the certificate is obtained for the last time within the validity period of the certificate, a new certificate can be issued directly.
The use of certificates shall comply with the requirements of certification authority's certificate management.
The content of the certification certificate marked on the certified product shall be consistent with the content of the certification certificate.
9. Use of product certification mark
10. Charges
Certification fee shall be charged according to relevant regulations of CQC.
11. Technical disputes and appeals
Complaints, complaints and disputes raised by the certification client shall be handled in accordance with the relevant provisions of CQC.
12. Others
If the technical resolution of the Automobile and Parts Technical Expert Group (TC11) of the Certification and Accreditation Commission involves the products covered by the Rules and the standards based on them, the requirements shall still be followed when applicable.

5. Initial factory inspection
