本文件适用于上海市辖区内现有燃煤耦合污泥发电锅炉大气污染物排放管理，以及新建、改建、扩建燃煤耦合污泥发电锅炉项目的环境影响评价、环境保护设施设计、竣工环境保护验收、排污许可证核发及其投产后的大气污染物排放管理。
本文件适用于600 MW及以上发电机组的掺烧城镇污水处理厂污泥的燃煤耦合污泥发电锅炉。
