1 General
1.0.1 This standard is formulated with a view to ensuring road traffic safe and unblocked and keeping the planning, design and construction of architectural engineering and parking lots (garages) meeting urban traffic organization needs and management requirements.
1.0.2 The design of architectural engineering and parking lots (garages) must guarantee traffic safe, arrangement reasonable and application convenient and shall meet the requirements of road dynamic traffic and urban environment protection.
1.0.3 This standard is applicable to constructed and extended public buildings, residential building projects and parking lots (garages) for standard vehicle type, the standards for renovated engineering may be properly broadened upon economic, technical and traffic impact assessment. Special parking lots (garages), parking lots (garages) of independent type villa, parking lots (garages) for special vehicle type, parking lots (garages) in historical feature protection street block, historic preservation organization and traditional architectural organization and parking lots (garages) in the plant and warehouse may be implemented by making reference to this standard.
1.0.4 The design of architectural engineering and parking lots (garages) shall not only be implemented according to this standard, but also shall meet the requirements of relevant current national standards on design and those in this city.
1.0.5 The barrier-free design of parking lots (garages) in architectural engineering shall not only meet the requirements of "Standard for Design on Accessibility of Buildings and Facilities" (DGJ 08-103-2003), but also shall meet the requirements of relevant current national and professional standards and codes on design and those in this city simultaneously.
2 Terms
2.0.1 Road
It refers to the highway, urban road and the place where belongs to jurisdictional scope of the organization but permits passing by social motor vehicle, including places for passing, such as squares and public parking garages.
2.0.2 Arterial road
It is the framework of urban road network, it is the trunk road for connecting main subareas of the city, which is focused on traffic function.
2.0.3 Secondary trunk road
It is the urban traffic trunk road, focused on area traffic function and accompanied with service function, constituting road network with arterial road to extensively connect urban areas and distribute arterial road traffic.
2.0.4 Branch road
It is the traffic route in the residential area and industrial area or other areas for connecting the secondary trunk road and block streets, focused on service function.
2.0.5 Lane separator between motor and non-motor vehicle lanes
It is the object separator between the motor vehicle lane and non-motor vehicle lane.
2.0.6 Motor vehicle
It refers to the wheeled vehicle, powered or driven by power unit, reaching certain air displacement and speed, running in road for personnel driving or goods shipping and engineering operation.
2.0.7 Non-motor vehicle
It is the vehicle driven by manpower or animal power and running in road and such vehicle (driven by power unit, meeting relevant national standards on design maximum speed per hour, proper mass of empty vehicle and physical dimension) as powered wheel-chair for disable person and electric bicycle.
2.0.8 Parking garages
The open-air ground that for parking motor vehicle and non-motor vehicle.
2.0.9 Parking lots
The buildings and structures that for parking motor vehicle and non-motor vehicle, which including closed and open single-storey, multi-storey, ground and underground garages.
2.0.10 Passageway
It is the road in parking lots (garages) for vehicle traveling and exiting from or entering into parking space.
2.0.11 Public parking lots (garages)
The parking lots (garages) that mainly provide services for social vehicle, including social parking lots (garages) and parking lots (garages) that appertain to public structures and residential buildings.
2.0.12 Special parking garages
Parking lots (garages) that mainly used for parking its own organization's vehicle and private parking lots (garages).
2.0.13 Mechanical stereo parking lots
Parking lots used for parking and carrying automobile by adopting mechanical parking equipments, which also including the space in front of the lane and relevant supporting equipments generally. The mechanical stereo parking lots mainly have tower type garages and double-deck and three-dimension parking garages.
2.0.14 Bicycle stand
It is the framework for parking bicycles in order to save parking area of bicycles.
2.0.15 Attached parking space
It is the attached parking space form that the vehicle at rear or upper storey parking space can drive out only after the vehicle at front or bottom storey parking space drives out. The front or bottom storey parking space is called main parking space while the rear or upper storey parking space is called sub-parking space.
2.0.16 Ramp turn superelevation
It refers to the height difference caused by one-way cross slope which is set to balance the centrifugal force generated by automobile when running at ramp turn.
3 General Requirements
3.0.1 The parking lots (garages) of public structures and residential buildings should be arranged at the same side of the urban road with main buildings and shall be located within the land use scope of construction projects, if they have to be set at both sides of the urban road due to land limitation, then they shall be connected by pedestrian bridge.
3.0.2 The design of the parking lots (garages) of public structures and residential buildings shall be able to create reasonable and unobstructed traffic relations among entrance/exit of building sites, main entrance/exit of pedestrian flow in main buildings, parking lots (garages) and site roads.
3.0.3 The plan design of the parking lots (garages) of public structures and residential buildings must indicate the passageway, vehicle and pedestrian flow route trends, traffic organization of entrance/exit, parking space, traffic signs, markings, traffic safety and other facilities in the parking lots according to the relevant requirements of Chapter 4 in this standard and those specified in "Road Traffic Signs and Markings" (GB 5768-1999) and "Road Traffic Management Facility Design" (DBJ 08-39-94).
3.0.4 The standard vehicle type adopted in the design of parking lots (garages) shall be in accordance with those specified in Table 3.0.4.
