1.0.1 This code is made by considering the characteristics of fire extinguishing equipment specific for Shanghai district and with the purpose that a combination of security, advanced technology and economy can be realized in water distinguishing system designed for civil buildings, thus to prevent and minimize the flood hazard threatening Shanghai civil buildings and ensure the safety of life and property.
1.0.2 This code is applicable to the design of water extinguishing system installed in the newly-constructed, extended and reconstructed civil buildings and its auxiliary special buildings.
Industrial buildings and other special buildings may also partially refer to this code.
1.0.3 The system of water extinguishing for civil buildings shall be designed by considering the comprehensive factors of buildings' function and significance, the characteristics and hazard of fire accidents, etc. and shall actively and reasonably apply new technique, new process and new equipment. Where the design-adopted technical measures and equipment are beyond those specified in this code, the technical base which can reasonably connect with this code shall be proposed.
1.0.4 The system components adopted in the design must be in accordance with the relevant national standards currently in effect and be inspected as qualified by national fire-fighting inspection organization.
1.0.5 Where the function of the building installed with system of water extinguishing changes, the applicability of the former system shall be checked in the design. If not applicable, the system of water extinguishing shall be redesigned according to this code.
1.0.6 Apart from this code, the design of water extinguishing system for Shanghai civil buildings shall also meet the requirements of the relevant national standards and specifications currently in effect.
