本规程适用于：
1 以天然气、沼气、轻柴油为燃料的输出电、热（冷）能的分布式供能系统。
2 单机容量6.0MW(含)以下的分布式供能系统的设计、施工和验收。单机容量在6MW以上的分布式供能系统应按《热电联产项目可行性研究技术规定》及国家和上海市的其他有关规定执行施工。
3 与公用电网并网运行的分布式供能系统。独立运行的分布式供能系统可参照执行。
