1.1 This Method is primarily applicable to the delivery inspection for the manufacturing quality of the mixed-flow and axial-flow hydro-generator units with a rated capacity of 10~300MW and its auxiliary equipment and implemented by reference for the hydro-generator units with rated capacity greater than or less than the above range or other types of hydro-generator units and their auxiliary equipment. The delivery acceptance methods for the type test may be agreed by the supplier and the demander separately.
1.2 Manufacturing quality inspection basis
1.2.1 Economic contract, product technical specifications attached and professional standards designated in the contract.
1.2.2 National standards with regards to hydro-turbine, hydro-generator and their auxiliary equipment.
1.2.3 Design documents, manufacturing drawings of the manufacturer.
1.2.4 Other relevant standards approved by both sides.
1.3 Delivery inspection organizations
The inspection for the unit delivery is undertaken by the representative team of the users to the manufacturer or the interim inspection team.
1.4 Responsibilities of inspection organizations
1.4.1 Make an overall supervision on the manufacturing quality of the contractual products.
1.4.2 Participate in or learn about the inspection for the raw materials of important parts and casting materials as well as the screening inspection of components.
1.4.3 Learn about the processing, welding and heat treatment process for the important parts and quality assurance measures and participate in quality inspection and confirmation and signature.
1.4.4 Participate in test and assembly of main parts of the products, such as electrical test, hydrostatic test, oil pressure test, interlock test, final assembly test and delivery test and confirm the test result and sign on it.
1.4.5 Learn about the design change to the products and the treatment of their quality problems.
1.4.6 Learn about and inspect derusting, painting and packing and shipment about the products.
1.4.7 Items required for confirmation and signature shall be notified to the manufacturing supervisor timely. If the manufacturing supervisor is not notified prior to the completion, he is entitled to re-inspect or retest and make a random inspection for the products when he has any doubt in reviewing the inspection records, in this case, the manufacturer shall provide convenience and cooperate him actively. If the manufacturer has notified the manufacturing supervor in advance but the manufacturing supervisor is not present, the manufacturer will not stop the production and wait for the inspection, and re-inspection or retest is not carried out afterwards.
1.5 Responsibilities of manufacturer
1.5.1 Introduce the manufacturing supervision representative to the product planning and the processing and welding process, inspection method and quality assurance measures, design improvement with regards to the important parts and the treatment of the quality problems.
1.5.2 Notify manufacturing supervision representative to be present in the test and assembly of the main parts in 1.4.4.
1.5.3 Raise inspection standards during manufacture and inspecting and test records of main product parts. Any part required to be confirmed and signed by the manufacturing supervision representative shall be given the official record.
1.5.4 Facilitate the manufacturing supervision representative in the work.
1.5.5 The manufacturer shall take full responsibility for the quality of the items which are inspected, confirmed and signed by the manufacturing supervision representative.
1.6 All parts which may be transported as an integral are assembled in the manufacturer and shipped as an integral after commissioning. If not, whether the parts are pre-assembled in the manufacturer is agreed by mutual agreement.
1.7 As for the qualified parts (external member) and the automation components, the packing, shipment, inspection, maintenance and storage shall be carried out according to the "technical provisions of the hydro-generator unit for packing, transport and storage". The manufacturer shall ensure that the equipment which is installed within one year or before the agreed date may be put into operation without disassembly and cleaning on site.
1.8 The components and all the parts made or outsourced by the manufacturer shall be restored or replaced by the manufacturer when they are found the quality problems within the guarantee period in the contract.
