1 General provisions
1.0.1 This regulation is formulated in order to standardize the fire safety management of electrical equipment and related facilities, prevent fires and reduce fire hazards, and ensure the safety of people, electrical equipment and power grids.
1.0.2 This regulation stipulates extinguishing and protection measures for electrical equipment and related facilities, as well as the fire safety management requirements, and is applicable to the fire safety management of electrical equipment used by power generation unit, power grid operation unit and non-power unit. Design, installation, construction, commissioning and production of electrical equipment shall meet the relevant requirements of this regulation. This regulation is not applicable to the nuclear power generation unit.
1.0.3 The unit shall implement the policy of "Putting prevention first and combining prevention and fire fighting” and follow the principles of unified leadership by the government, supervision by departments according to law, full responsibility of the unit and active participation of citizens to do a good job in the fire safety.
1.0.4 Legal representative of a legal entity or main responsible person of an unincorporated entity is the person in charge of respective fire safety and is fully responsible for respective fire safety. The fire safety supervisor is responsible to the fire safety responsible person.
1.0.5 The unit shall set up a safety production committee to perform fire safety duties.
1.0.6 The relevant personnel of the unit shall be familiar with the relevant parts of this regulation regarding their job duties, and take an examination on extinguishing and protection knowledge once a year.
1.0.7 In addition to this regulation, the fire safety management of electrical equipment and related facilities shall also meet the requirements of the relevant current national standards.
2 Terms
2.0.1 fire safety supervisor
a leader of the unit in charge of fire safety work, who is responsible to the person in charge of fire safety of the unit
2.0.2 hot work
the operation that can directly or indirectly generate open flame, which shall include fusion welding, pressure welding, brazing, cutting, spray gun, blowtorch, drilling, grinding, hammering, crushing and cutting, etc.

3 Responsibility system for fire safety
3.1 Main fire safety duties of safety production committee
3.1.1 Organize the implementation of national laws, regulations, standards and provisions on fire safety (hereinafter referred to as “fire regulations”), establish and improve the responsibility system, rules and regulations for fire safety, and supervise and assess the implementation.
3.1.2 Establish a fire safety guarantee system and a fire safety and supervision system and urge the above two systems to perform their respective duties. Define the administrative department of fire management (hereinafter referred to as the “fire management department") and the fire safety and supervision department (hereinafter referred to as the “safety and supervision department”) to ensure that the fire management department and the safety and supervision department are staffed in such a way that is appropriate to respective duties.
3.1.3 Develop and organize the implementation of the fire safety objectives of the unit, and regularly study and deploy the fire safety work of the unit.
3.1.4 Go deep into the site, understand the fire safety situations of the unit, promote advanced management experience and advanced technology in extinguishing and protection, analyze major or common problems, develop targeted rectification measures, and urge the implementation of measures.
3.1.5 Organize or participate in fire accident investigation.
3.1.6 Praise or reward those who have made contributions to fire safety; Those responsible for the accident shall be criticized or punished.
