1 General Principles
1.0.1 This Specification was formulated for the purpose of strengthening the construction management of I&C device, standardizing the construction technology and further improving the project quality.
1.0.2 This Part is applicable to the construction of I&C devices for the constructed, extended or renovated 1,000MW or below thermal power generation, combustion engine, biomass electric power generation, garbage power generation and nuclear power conventional island projects
1.0.3 In addition to the provisions of this Part, the construction of I&C device shall still comply with those in the current relevant standards of the nation.
2 Basic Regulation
2.1 General Provision
2.1.1 The construction of I&C device shall be in accordance with the design and the manufacturer's technical documents; in case of any design change, the approval procedure shall be transacted and complete design change information shall be provided. The as-built drawing shall be prepared according to the design changes.
2.1.2 The personnel conducting welding or heat treatment on pressure vessels or pipeline shall obtain the corresponding professional qualification certificate.
2.1.3 The laboratory of construction organization shall obtain the corresponding qualification.
2.1.4 The instrument verification personnel shall obtain effective professional qualification certificate.
2.1.5 The installation of I&C device shall assure that the measurement and control system is able to work accurately, sensitively, safely and reliably and also shall avoid the influence against vibration, high temperature, low temperature, dust, humidity and corrosion, etc.
2.1.6 The I&C device shall be installed regularly, their installation site shall have good daylighting, shall be convenient for operation and maintenance and shall not affect the operating maintenance passageway.
2.1.7 The temperature, humidity and dust concentration in the control room and electronic equipment room shall meet the design requirements, and the proper measures shall be taken to prevent small animals from entering for the electronic equipment room.
2.1.8 The label plate of I&C device shall be correct and clear.
2.1.9 The environmentally-friendly construction of I&C device shall meet the following requirements:
1 The energy-saving environmentally-friendly construction equipments recommended by the nation or industry shall be preferentially adopted;
2 The procedure shall be arranged properly to reduce the unit consumption of energy of machines and equipments;
3 The routes of cables and instrument pipe shall be optimized to reduce the material consumption;
4 The wastes generated during the construction process shall be disposed by classifying.
2.1.10 The construction of automatic fire alarm system shall meet those specified in the "Code for Installation and Acceptance of Fire Alarm System" (GB/T 50166), and the automatic fire alarm system shall be inspected and approved by the public security fire control department before being put into service.
2.2 Equipment Unpacking and Storage
2.2.1 Upon the arrival of the equipment at the site, unpacking check shall be implemented according to the stipulations in the contract and the commodity inspection requirements. The unpacking of the equipment shall meet the following requirements:
1 The unpacking of equipment shall be organized by the development organization in association of the representatives of manufacturer, supervisor, construction organization and equipment storage organization;
2 The type, specification, quantity and technical data of the equipment and its accessories, spare parts, special apparatus and special tools shall be checked according to the packing list, and also shall be confirmed by counter signature;
3 Where any damage, deformation or corrosion condition is discovered during the appearance inspection of equipment, the equipment shall be treated according to the stipulations of the contract;
4 As for the precision or valuable equipments, after the unpacking check, their necessary package shall be recovered and they shall be kept properly.
2.2.2 The equipments and materials that have already passed the unpacking check shall be kept by classifying in warehouses according to "The Code for Maintenance and Safekeeping of Thermal Power Equipment in Electric Power Construction" (DL/T 855) and the storage conditions specified the manufacturer's technical documents, and they also shall be taken with the following measures:
1 The precision equipments, like the measurement instrument, the control device, the hardware in the monitoring and control systems, and the electronic device cabinet, should be kept in such heat reservation warehouse of which the temperature is 5℃~40℃ and the relative humidity is not larger than 80%;
2 The control panel (console, box, cabinet), actuator, electric wires valves, nonferrous metal, alloy steel, pipe fittings and general electric equipments shall be kept in dry and enclosed warehouse;
3 The pipes shall be classified and kept in shed, and also shall be set with definite mark, and the stainless steel pipes shall be kept by adopting anti-carburizing isolation measures;
4 The cable coil shall be packed integrally and stored vertically, the base of the storage place shall be solid and be prone to drain water; in the air storage place, the cable coil shall be protected against direct solarization.
2.2.3 When moving the equipment from the environment with temperature less than -5℃ into the heat reservation warehouse, the equipment shall be kept in the warehouse for 24h before unpacking.
2.2.4 Upon arriving at the site, the anti-corrosive package of equipment shall not be opened at will, and the hand over procedure shall be transacted according to those specified in the contract. Where humidity indicator, vibration indicator or incidence indicator is set inside or outside the packing case, the indicator shall be inspected and relevant records shall be made before (or after) unpacking.
2.3 Construction Preparation
2.3.1 The following conditions shall be met before the construction of I&C device:
1 The construction drawings, the relevant technical documents and the manufacturer's technical documents shall be complete;
2 The construction drawings shall have already passed the joint check;
3 The professional design of construction organization has already been examined and approved;
4 The necessary construction manual, construction scheme and technical measures have already been examined and approved;
5 The I&C device, installation materials and construction equipments are basically available, the calibrating equipment has been qualified through verification and is in the validity period;
6 The technical intent handover and necessary technical training have already been carried out;
7 The environment at the construction site has already met the construction conditions of I&C device.
2.3.2 All the pipes, valves and pressure parts shall be inspected and cleaned before installation, therein, the alloy steel parts shall be carried out with spectral analysis and be marked.
2.3.3 Before installation, the high pressure and high temperature sampling valves shall be inspected according to the following requirements:
1 At least one valve among those in the same batch shall be inspected;
2 As for the valve core, valve seat and valve rod, their composition shall be inspected;
3 If any problem is found during inspection, the sampling inspection ratio shall be increased;
4 The sampling valves shall be carried out with sealing test, and the test criteria shall meet those specified in Appendix A.
2.3.4 The coordinates and dimensions of the equipment foundation, the preformed holes and embedded iron parts shall be checked. The opening of holes and the welding shall not be randomly carried out on the building structure, if they must be carried out in the construction, the approval of design department shall be obtained.
2.3.5 Before installing the instrument pipeline and measuring elements, the preformed holes of relevant disciplines and the installed sampling elements shall be checked.
2.3.6 The non-pressure parts shall not be welded on the pressure vessels and pipelines.
2.3.7 The installation of I&C device should be carried out after completing the construction procedures that may cause damages to I&C device, otherwise, appropriate protection and isolation measures shall be taken.

1 General Principles
