1 Scope
This Code specifies the contents, method and technical requirements of the electric energy metering device management.
This Code is applicable to the management of electric energy metering device used for the settlement of electric power enterprise trade and the examination of enterprise internal economy technical index.
2 Normative References
The provisions of the following standard, through reference into this Code, constitute provisions of this Code. When this Code is published, all the listed editions are valid. As all the standards will be revised, each party using this Code shall discuss the feasibility of using the latest edition of the following standards.

3 General Provision
The management of electric energy metering device must comply with the requirements of relevant laws and regulations such as "Metrology Law of the People's Republic of China", "Rules on Implementation of the Metrology Law of the People's Republic of China", "Electricity Law of the People's Republic of China" and "Regulations of Power Supply Business" and be under the supervision of relevant authorities concerned.
3.1 The electric energy metering device includes various type of watt-hour meter, measuring voltage and current transformer as well as secondary circuit and electric energy metering cabinet (box), etc..
3.2 The management of electric energy metering device is to ensure the accuracy and uniformity of electric energy metering value as well as the safety and reliability of the electric energy metering operation.
3.3 The management of electric energy metering device refers to the management on determination of metering plan, selection of metering devices, order acceptance, verification, overhaul, storage, installation and completion acceptance, operating maintenance, on-site inspection, periodic verification (alternation), random inspection, fault handling, overall process of discard as well as contents related with voltage loss timer, electric energy metering & billing system and remote centralized meter reading system.
