1 Scope
This standard specifies the basic technical requirements of fossil fuel power plant, power substation and the auxiliary facilities engineering survey.
This standard is applicable to the engineering survey at the design stage, construction stage and completion stage of fossil fuel power plant, power substation and the auxiliary facilities (including construction, renovation and extension). Engineering survey at the operation stage may make reference to this standard.

3 General Provisions
3.0.1 This standard is formulated with a view to standardizing the technical standards of fossil fuel power plant, power substation and the auxiliary facilities engineering survey, timely applying advanced surveying and mapping technologies, submitting qualified surveying and mapping results, and adapting to the requirements of electric power construction development.
3.0.2 In this code, the root mean square error is taken as the standard to judge the precision, and the value of double root mean square error is taken as the limit error.
3.0.3 Instruments of surveying and mapping shall be inspected and corrected periodically, preserved and maintained to be in the good state. Instruments and tools of surveying and mapping for operation shall be viewed before operation, and the viewing records shall be submitted as the source materials.
3.0.4 Basic scale of mapping at the design stage shall be in accordance with those specified in Table 3.04.
