This standard specifies such fire protection requirements as fire protection organization and management, fire prevention design and construction criteria, fire detection and extinguishing as well as control of substances with specific hazards.
This standard is applicable to fire prevention design, construction, operation and management of the buildings (structures), systems and components of newly-built, renovated and extended nuclear fuel reprocessing plant.

4 Fire Protection Organization and Management
4.1 Responsibilities
The legal representative of the organization shall be the person-in-charge of fire protection, and be fully responsible for the fire safety work of the organization and the establishment of level-by-level fire protection responsibility system under the leadership of leaders at all levels.
