本标准适用于安全工作负荷为1t及1t以上的民用船舶装卸货物的吊杆式或起重机式的甲板起货设备。安全工作负荷小于1t的起货设备，可由制造厂或用船部门参照本标准进行。本标准不适用于各种用途的升降机；生产性作业的起重设备(如捕渔作业等)；装卸船上舾装设备、配件和储备品的起重设备(如吊装救生艇等)；生产和工艺目的的起重设备等。
