1 Scope
This document specifies the requirements, testing and judgment rules of restricting excessive package of foods and cosmetics.
This document is applicable to the sales package of foods and cosmetics, not to gifts or products not for sale.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
excessive package
package with interspace ratio, package layers or package cost exceeding the requirements
3.2
sales package
package which is provided mainly for sales and is delivered to consumers together with the contents
3.3
contents
foods or cosmetics contained in the package
3.4
interspace ratio
ratio of the package volume subtracting the necessary space volume occupied by the contents to the total package volume
3.5
multiple products
products containing two or more types of foods or cosmetics in the package
3.6
single piece
article with an individual package and a clear net content
3.7
package layers
number of layers of physically detachable package completely wrapping the contents
Note: completely wrapping refers to the package method that the contents will not scatter.

necessary spatial coefficient of commodity
correction coefficient for the space measurement required to protect foods or cosmetics

4 Requirements
4.1 Interspace ratio
The interspace ratio of food and cosmetic package shall meet the requirements of Table 1.

4.2 Package layers
For grain and its processed products, the package layers shall not exceed three, and shall not exceed four for other products.
4.3 Package cost
Manufacturers shall take measures to control the total cost of package (except for the package directly in contact with the contents) not to exceed 20% of the selling price of the product.
5 Testing
5.1 Sampling
The sampling quantity is one for foods and cosmetics of the same variety and the same package style.
5.2 Equipment and tools
Testing equipment and tools such as ruler, vernier caliper, volume measuring instrument, etc. shall meet the testing requirements, accurate to 1mm or 1mm3.
5.3 Measuring method for volume of sales package
5.3.1 Method I Instrument method (arbitration method)
Calibrate the volume measuring instrument under normal temperature and pressure according to the instrument operation rules, then put the sales package on the instrument measuring platform and start the measurement procedures to measure the sales package for 3 times, and take the mean to calculate the volume of sales package.
5.3.2 Method II Manual method
For cuboid sales package, measure the length, width and height along the outer wall of package for 3 times with length measuring instrument under normal temperature and pressure, and take the mean to calculate the volume of product sales package; for cylindrical sales package, measure the package along the outer wall for 3 times with length measuring instrument, and take the mean to calculate the volume of product sales package.
Note: It is only applicable to sales packages with regular shapes.
5.3.3 Method III Other methods
When drainage method or similar method is used for measuring the volume of product sales package, immerse the sales package in a container, in which the volume of water (or other even fine particles) has been accurately measured, under normal temperature and pressure, and the increased volume is the volume of product sales package, measure for 3 times, and take the mean as the volume of product sales package.
Note: Drainage method is only applicable to waterproof sales package.

4 Requirements
4.1 Interspace ratio

4.2 Package layers
