本标准规定了铝工业企业生产过程中水污染物和大气污染物排放限值、监测和监控要求。
本标准适用于铝工业企业的水污染物和大气污染物排放管理，以及对铝工业企业建设项目的环境影响评价、环境保护设施设计、竣工环境保护验收及其投产后的水污染物和大气污染物排放管理。
本标准不适用于再生铝和铝材压延加工企业(或生产系统)的水污染物和大气污染物排放管理；也不适用于附属于铝工业企业的非特征生产工艺和装置的水污染物和大气污染物排放管理。
本标准规定的水污染物排放控制要求适用于企业直接或间接向其法定边界外排放水污染物的行为。铝工业企业排放恶臭污染物、环境噪声适用相应的国家污染物排放标准，产生固体废物的鉴别、处理和处置适用国家固体废物污染控制标准。
