本标准规定了非道路移动机械用小型点燃式发动机排气污染物排放限值和测量方法。
本标准适用于（但不限于）下列非道路移动机械用净功率不大于19kW发动机的型式核准和生产一致性检查。
—— 草坪机；
—— 油锯；
—— 发电机；
—— 水泵；
—— 割灌机。
净功率大于19kW但工作容积不大于1L的发动机可参照本标准执行。
本标准不适用于下列用途的发动机。
—— 用于驱动船舶行驶的发动机；
—— 用于地下采矿或地下采矿设备的发动机；
—— 应急救援设备用发动机；
—— 娱乐用车辆，例如：雪橇，越野摩托车和全地形车辆；
—— 为出口而制造的发动机。
