This document is drafted in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.
This document replaces GB 28380-2012 Minimum allowable values of energy efficiency and energy grades for microcomputers. In addition to structural adjustments and editorial changes, the following main technical changes have been made with respect to GB 28380-2012:
a) The term "the evaluating values of energy conservation for microcomputers" and its definition are deleted (see 2.6 of Edition 2012);
b) The terms "slates/tablets", "long idle", "short idle" and "alternative low power mode" and their definitions are added (see Clause 3 hereof);
c) The subclause "Evaluating values of energy conservation" is deleted (see 3.4 of Edition 2012);
d) The microcomputer classification and energy grade indexes are modified (see 4.1 and 4.2 hereof; 3.1 and 3.2 of Edition 2012);
e) The calculation method of typical energy consumption of a microcomputer, the percentage of time occupied by each mode of the microcomputer and the power factor for additional functions are modified (see 5.1 hereof; 4.2 of Edition 2012);
f) The test methods are modified (see Annex A hereof; Annex A of Edition 2012);
g) The clause "Inspection rules" is deleted (see Clause 5 of Edition 2012);

Minimum allowable values of energy efficiency and energy grades for microcomputers
1 Scope
This document specifies the technical requirements, calculation methods and test methods for desktop microcomputer, all-in-one desktop microcomputer with display functions (referred to as "all-in-one microcomputer") and laptop microcomputer (referred to as "microcomputer").
This document is applicable to general-purpose microcomputers, and it is not applicable to:
a) tablets, desktop/rack workstations and industrial application microcomputer;
b) microcomputer with two or more discrete graphics;
c) microcomputer with the rated output power of the power supply not be greater than 500W;
d) all-in-one microcomputers and laptop microcomputers with the display diagonal size less than 294.6 mm (11.6 in).

3 Terms and definitions
For the purpose of this document, the terms and definitions given in GB/T 9813.1, GB/T 9813.2 and GB/T 9813.4 and the following apply.
3.1
tablets slates/tablets
computer equipment that complies with all of the following conditions:
a) comprising a display having an integrated diagonal dimension greater than 177.8 mm (7 in) and less than 442.0 mm (17.4 in);
b) not including an integrated physical keyboard, or a detachable physical keyboard in the factory configuration;
c) including and mainly relying on a touch screen for input;
d) comprising and mainly relying on a wireless network connection;
e) including and mainly relying on a built-in battery pack for power supply;
f) mainly operated by gripping when used
3.2
off mode
system off mode shown on the product when the microcomputer is connected to the power grid
Note: For the microcomputers with advanced configuration and power interface (ACPI), its off mode corresponds to the S5 mode in ACPI.
3.3
sleep mode
mode in which the microcomputer consumes less energy without shutting down
Note 1: This mode is entered by the user's choice, or automatically entered by the microcomputer after not working for a period of time.
Note 2: For the microcomputers with advanced configuration and power interface (ACPI), its sleep mode corresponds to the S3 mode in ACPI, which is also called "standby" and "suspend" in some operating systems.

idle
mode when the microcomputer is not in use and is waiting to be assigned tasks or instructions
3.5
long idle
mode when the microcomputer enters idle, the main monitor of the microcomputer enters a low power mode, and the contents of the screen cannot be seen (for example: backlight is off), but it is still in working mode (ACPI G0/S0)
Note 1: If the power management functions are activated in the scenario described in this definition, enable these functions before evaluating long idle (e.g., the monitor is in a low power mode, the hard drive may be off), but it is necessary to prevent the microcomputer from entering in sleep mode.
Note 2: The working mode (ACPI G0/S0) refers to the mode in which the microcomputer works effectively before making response to "user a" or synchronous input, or "network b" or synchronous input. This mode includes active processing and searching for data from storage space, memory or cache, and also includes a standby mode while waiting for further input by the user, and before entering the low power mode.
3.6
short idle
mode when the microcomputer enters the idle, the screen is turned on, and the long idle power management function is not started (such as the hard drive is running and the computer cannot enter sleep mode)
3.7
alternative low power mode; ALPM
low power mode that replaces sleep mode and long idle
Note: This mode is automatically entered by the microcomputer after it is inactive for a period of time, or is selected by the user. In this mode, the screen of the microcomputer is turned off; at the same time, the microcomputer maintains an instant response to the network connection or user interface device in this mode. This mode is ON by default.
