Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for LED Products for Indoor Lighting
1 Scope
This document specifies the energy efficiency grades, minimum allowable values of energy efficiency, test methods, and implementation of the standard for LED downlights, directional integrated LED lamps, non-directional integrated LED lamps, LED high bay lamps, and retrofit double-capped LED lamps (hereinafter referred to as double-capped LED lamps) for general indoor lighting.
This document applies to the following products:
a) LED downlights that use LED as the light source, with a power supply voltage not exceeding AC 250 V, a beam angle ≥ 24°, and a shielding angle ≤ 40°. This does not include LED downlights that use integrated LED lamps, LED downlights with adjustable beam angle, or LED downlights with diffuser covers.
b) Directional integrated LED lamps in the PAR16, PAR20, PAR30, and PAR38 series with a power supply voltage of AC 220 V and lamp caps complying with the requirements for GU10, B22, E14, or E27.
c) Non-directional integrated LED lamps with a power supply voltage of AC 220 V, utilizing screw-type lamp caps conforming to GB/T 1406.1 or bayonet-type lamp caps conforming to GB/T 1406.5. This does not include non-directional integrated LED lamps with an external heat-dissipating optical lens design.
d) LED high bay lamps with a power supply voltage not exceeding 1000 V. This does not include LED high bay lamps that use integrated LED lamps.
e) Retrofit double-capped LED lamps with a power supply voltage of AC 220 V, a rated power ≤ 125 W, a nominal length ≤ 1500 mm, and a beam angle ≥ 120°.
For indoor lighting LED products with additional functions, only the lighting function shall be assessed.
This document does not apply to LED lighting products with non-white light, nor to LED lighting products where the rated correlated color temperature includes parts below 2700 K or above 6500 K.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB/T 2900.65, GB/T 24826, GB/T 29294, GB/T 39018, GB/T 43627, and the following apply.
3.1
LED high bay luminaire
A fixed general purpose LED luminaire used for lighting in public buildings such as factories, warehouses, sports venues, shopping malls, etc., typically installed at a height of not less than 4 m.
3.2
luminous efficacy of LED product
The ratio of the total luminous flux emitted by an LED product to its actual power consumption.
NOTE: Luminous efficacy is expressed in lumens per watt (lm/W).
3.3
minimum allowable values of energy efficiency for LED product
The minimum allowable value of luminous efficacy for an LED product under the test conditions specified in the standard.
3.4
standby mode
A mode where the LED product is connected to the mains supply voltage, its lighting function is off, and it can be activated by an external trigger signal rather than a network trigger signal.
NOTE: External trigger signals are sensor signals or timing signals.
3.5
standby power
The power consumed by an LED product in standby mode.
NOTE: Standby power is expressed in watts (W).
4 Technical Requirements
4.1 Energy Efficiency Grades
4.1.1 Indoor lighting LED products are classified into 3 energy efficiency grades, with Grade 1 being the most efficient.
4.1.2 The luminous efficacy of LED downlights for each grade shall not be lower than the provisions in Table 1.
Table 1 — Energy efficiency grades for LED downlights
4.4 Standby Power
For LED lighting products with a standby mode, the standby power shall not exceed 2.5 W.
5 Test Methods
5.1 Test Conditions
5.1.1 For AC-powered products, tests shall be conducted at the rated input voltage declared by the manufacturer. If the manufacturer declares a range of rated input voltage that includes 220 V, the test shall be conducted at 220 V and 50 Hz; otherwise, tests shall be conducted at a voltage selected from the range, with priority given to 380 V or 1000 V, at 50 Hz. For DC-powered products, tests shall be conducted at the rated input voltage or current declared by the manufacturer; if not declared by the manufacturer, tests shall be conducted at the lower limit of the rated input voltage range.
5.1.2 For dimmable LED lighting products, tests shall be conducted at the maximum output power. For LED lighting products with adjustable correlated color temperature (CCT), tests shall be conducted at the CCT state declared by the manufacturer; if not declared by the
