本文件规定了专业化的集装箱码头、干散货（煤炭、矿石）码头、原油码头作业单位产品能源消耗限额的能耗限额等级、技术要求、计算范围和计算方法。
本文件适用于国内集装箱码头、干散货（煤炭、矿石）码头、原油码头生产作业能源消耗的计算、考核，以及对新建和改、扩建集装箱码头、干散货（煤炭、矿石）码头、原油码头的能源消耗控制，其中专业化集装箱码头不包括自动化集装箱码头，原油码头包括单一从事原油装卸作业的码头和原油吞吐量比例大于50%的主要从事原油装卸作业的码头，不包括原油码头后方配套库区。
