3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply:
3.1
development land
land for construct buildings and structures, including urban and rural residential and public facilities land, industrial and mining land, transportation and water conservancy facilities land, tourism land, military facilities land
3.2
soil contamination risk of development land
adverse effects on health caused by long-term exposure of people living and working on development land to pollutants in soil due to chronic toxic effects or carcinogenic effects
3.3
exposure pathway
ways in which pollutants in the soil of development land migrate to reach and expose to human body and which mainly includes: (1) ingesting soil orally; (2) contacting with soil by skin; (3) inhaling soil particulate matter; (4) inhaling gaseous pollutants from topsoil in outdoor air; (5) inhaling gaseous pollutants from lower soil in outdoor air; and (6) inhaling gaseous pollutants from lower soil in indoor air
3.4
risk screening values for soil contamination of development land
under the specific land use mode, if the pollutant content in the soil of development land is equal to or lower than this value, the risk to human health may be ignored; if not, there may be risks to human health, and further detailed investigation and risk assessment shall be carried out to determine the specific pollution scope and risk level
3.5
risk intervention values for soil contamination of development land
under the specific land use mode, if the pollutant content in the soil of development land exceeds this value, there is usually unacceptable risk to human health, and risk control or remediation measures shall be taken
3.6
environmental background values of soil
statistical value based on the background content of soil environment, which is usually expressed by a percentile value of soil environmental background content, wherein soil environmental background content refers to the content of elements or compounds in soil under certain time conditions, which is only affected by geochemical processes and non-point source inputs
4 Classification of development land
4.1 Among the development land, urban development land may be divided into the following two categories according to the different exposure conditions of protected objects.
4.1.1 Category I land: including residential land (R) in urban development land, primary and secondary school land (A33), medical and health land (A5) and social welfare facilities land (A6) in public management and public service land, and community park or children's park land in park green space (G1) which are specified in GB 50137.
4.1.2 Category II land: including industrial land (M) in urban development land, logistics and warehouse land (W), commercial and business facilities land (B), street and transportation facilities land (S), municipal utilities land (U), administration and public service land (A) (except A33, A5 and A6), and green space and square land (G) (except community park or children's park in G1) which are specified in GB 50137.
4.2 Among the development land, other development land may be classified according to 4.1.
5 Risk screening values and intervention values for soil contamination of development land
5.1 The screening values and intervention values of soil contamination of development land for human health protection are shown in Tables 1 and 2, where Table 1 is the basic items and Table 2 is other items. The exposure pathways considered in this standard are shown in 3.3.

5.2 Determination of screened pollutant items for soil contamination risk of development land
5.2.1 The items listed in Table 1 are required items for soil contamination risk screening of development land in the preliminary investigation stage.
5.2.2 The tested items selected for soil contamination risk screening of development land in the preliminary investigation stage shall be determined according to HJ 25.1, HJ 25.2 and relevant technical regulations, and may include but not be limited to the items listed in Table 2.
5.3 Application of risk screening values and intervention values of soil contamination of development land
5.3.1 If the planned use of development land is Category I land, the screening values and intervention values of Category I land in Tables 1 and 2 shall apply; if the planned use is the Category II land, the screening values and intervention values of the Category II land in Tables 1 and 2 shall apply. If the planned use is unclear, the screening values and intervention values of the Category I land in Tables 1 and 2 shall apply.
5.3.2 If the pollutant content in the soil of development land is equal to or lower than the risk screening value, the soil contamination risk of development land may be ignored under normal circumstances.
5.3.3 If it is determined through preliminary investigation that the pollutant content in the soil of development land is higher than the risk screening value, detailed investigation shall be carried out according to standards such as HJ 25.1 and HJ 25.2 and other standards and relevant technical requirements.
5.3.4 If it is determined through detailed investigation that the pollutant content in the soil of construction land is equal to or lower than the risk intervention value, risk assessment shall be carried out to determine the level of risk and judge whether risk intervention or remediation measures are required based on standards such as HJ 25.3 and relevant technical requirements.
5.3.5 Through detailed investigation, it is determined that the pollutant content in the soil of development land is higher than the risk intervention value, which usually poses unacceptable risks to human health, thus risk control or remediation measures shall be taken.
5.3.6 If restoration measures need to be taken for development land, the restoration target shall be determined according to standards such as HJ 25.3 and HJ 25.4 and relevant technical requirements, and the pollutant content shall be lower than the risk intervention value.
5.3.7 For pollutant items not listed in Tables 1 and 2, risk assessment may be carried out according to HJ 25.3 and other standards and relevant technical requirements, and the risk screening values of soil contamination of specific pollutants may be deduced.

statistical value based on the background content of soil environment, which is usually expressed by a percentile value of soil environmental background content, wherein soil environmental background content refers to the content of elements or compounds in soil under certain time conditions, which is only affected by geochemical processes and non-point source inputs
4 Classification of development land
4.1 Among the development land, urban development land may be divided into the following two categories according to the different exposure conditions of protected objects.
4.1.1 Category I land: including residential land (R) in urban development land, primary and secondary school land (A33), medical and health land (A5) and social welfare facilities land (A6) in public management and public service land, and community park or children's park land in park green space (G1) which are specified in GB 50137.
4.1.2 Category II land: including industrial land (M) in urban development land, logistics and warehouse land (W), commercial and business facilities land (B), street and transportation facilities land (S), municipal utilities land (U), administration and public service land (A) (except A33, A5 and A6), and green space and square land (G) (except community park or children's park in G1) which are specified in GB 50137.
4.2 Among the development land, other development land may be classified according to 4.1.
5 Risk screening values and intervention values for soil contamination of development land
5.1 The screening values and intervention values of soil contamination of development land for human health protection are shown in Tables 1 and 2, where Table 1 is the basic items and Table 2 is other items. The exposure pathways considered in this standard are shown in 3.3.

5.2 Determination of screened pollutant items for soil contamination risk of development land
5.2.1 The items listed in Table 1 are required items for soil contamination risk screening of development land in the preliminary investigation stage.
5.2.2 The tested items selected for soil contamination risk screening of development land in the preliminary investigation stage shall be determined according to HJ 25.1, HJ 25.2 and relevant technical regulations, and may include but not be limited to the items listed in Table 2.
5.3 Application of risk screening values and intervention values of soil contamination of development land
5.3.1 If the planned use of development land is Category I land, the screening values and intervention values of Category I land in Tables 1 and 2 shall apply; if the planned use is the Category II land, the screening values and intervention values of the Category II land in Tables 1 and 2 shall apply. If the planned use is unclear, the screening values and intervention values of the Category I land in Tables 1 and 2 shall apply.
5.3.2 If the pollutant content in the soil of development land is equal to or lower than the risk screening value, the soil contamination risk of development land may be ignored under normal circumstances.
5.3.3 If it is determined through preliminary investigation that the pollutant content in the soil of development land is higher than the risk screening value, detailed investigation shall be carried out according to standards such as HJ 25.1 and HJ 25.2 and other standards and relevant technical requirements.
5.3.4 If it is determined through detailed investigation that the pollutant content in the soil of construction land is equal to or lower than the risk intervention value, risk assessment shall be carried out to determine the level of risk and judge whether risk intervention or remediation measures are required based on standards such as HJ 25.3 and relevant technical requirements.
5.3.5 Through detailed investigation, it is determined that the pollutant content in the soil of development land is higher than the risk intervention value, which usually poses unacceptable risks to human health, thus risk control or remediation measures shall be taken.
5.3.6 If restoration measures need to be taken for development land, the restoration target shall be determined according to standards such as HJ 25.3 and HJ 25.4 and relevant technical requirements, and the pollutant content shall be lower than the risk intervention value.
5.3.7 For pollutant items not listed in Tables 1 and 2, risk assessment may be carried out according to HJ 25.3 and other standards and relevant technical requirements, and the risk screening values of soil contamination of specific pollutants may be deduced.
