1 Scope
This document specifies the basic rules and technical requirements for the warning marks and registration marks of civil explosives.
This document applies to the management of warning marks and registration marks for civil explosives.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 14659 and the following apply.
3.1 civil explosives
Various types of gunpowder, explosives and their products, as well as detonators, fuse and other ignition and initiation devices listed in the civil explosives name list, used for nonmilitary purposes.
3.2 industrial products of explosives
Industrial explosives of different shapes and different uses, manufactured from gunpowder or explosives (excluding initiating explosives) through structural design and processing.
NOTE: Examples include initiating agents, seismic charges, perforating charges, fracturing charges, etc.
3.3 the smallest count unit
The smallest unit for product counting during the production process, specified according to the characteristics of different products.
3.4 basic packaging unit
The smallest packaging unit for products when they are sold exfactory by civil explosives manufacturers.
3.5
batch
An inspection lot composed of products of the same type manufactured by the same shift under essentially identical conditions of raw materials, processes and equipment.
3.6
warning mark
A mark required to alert people to danger, applied to the surface of civil explosive products and their packaging in accordance with the prescribed requirements.
3.7
register mark
A mark affixed to the surface of civil explosive products and their packaging that can carry information on the flow direction of the products.
NOTE: Used for flow registration in the stages of production, sale, purchase, transport, storage, use, and destruction/disposal.
3.8
electronic identification
A digital mark or code generated, stored and transmitted by electronic means, used to identify the information of civil explosives.
NOTE: Examples include barcodes, twodimensional codes and electronic tags.
3.9
electronic tag
An identification that automatically recognises the target object and obtains management information using radio frequency signals or other recognition technologies.
4 Basic rules
4.1 The smallest count unit and the basic packaging unit of civil explosives shall bear both a warning mark and a register mark, except in the following cases:
a) The smallest count unit of industrial detonators does not require a warning mark;
b) Plastic nonelectric detonating tubes used only as a component for detonator assembly do not require a warning mark or a register mark;
c) Onsite mixed explosives do not require a warning mark or a register mark.
The division method for the smallest count unit and the basic packaging unit of civil explosives shall comply with Annex A.
4.2 Warning marks may be affixed using colours, text, patterns and other methods.
4.3 Register marks may be affixed using text, numbers and other methods. Among these, the basic packaging unit shall bear an electronic identification.
