本标准代替GB 4914-1985《海洋石油开发工业含油污水排放标准》。
本标准规定了海洋石油勘探开发活动中产生的直接排放入海的污染物在不同海区的排放浓度限值。
本标准适和于我国的内水、领海及其他管辖海域，对从事石油勘探开发的任何法人、自然人和其他经济实体在作业中所使用或生成后直接排放入海的生产水、钻井液、钻屑和其他污染物的排放管理。
本标准与GB 4914-1985相比主要变化如下：
——重新规定了海区等级；
——重新规定了生产水中污染物的排放浓度限值；
——增加了钻井液和钻屑中污染物的排放浓度限值的规定；
——增加了海洋石油勘探开发中产生的生活污水和固体垃圾的排放要求/浓度限值的规定；
——增加了资料性附录A“萃取-重量法测定可被正己浣萃取的物质（HEM；油脂）和硅胶吸附后可被正己烷萃取的物质（SGT-HEM；非极性物质）”，附录A部分引用了美国环保署的USEPA 1664A标准中的技术内容；
——增加了资料性附录B“水基钻井液和水基钻井液钻屑含油量的分析方法”。
