1 General Provisions
1.0.1 This code is formulated with view to implementing Production Safety Law of the People's Republic of China, adhering to "Safety First, Prevention First and Comprehensive Treatment" policy, regulating the design of engineering of fireworks and firecracker, preventing and reducing safety accidents in production, ensuring the safety of life and property of the masses and facilitating the safe, continuous and sound development of fireworks and firecracker industry.
1.0.2 This code is applicable to the design of newly-built, renovated and extended engineering of fireworks and firecracker projects and wholesale stores; this code is not applicable to the storage of retailed fireworks and firecracker as well as the manufacturing, transportation and storage of military fireworks and firecracker.
1.0.3 The relevant requirements of external safety distance in this code are also applicable to the planning and construction of residential area, enterprise, town and important facility around the stores of manufacturer and wholesale enterprise of fireworks and firecracker.
1.0.4 This code specifies the basic technical requirements for engineering design of fireworks and firecracker project and wholesale store. If this code conflicts with the requirements of national laws and administrative regulations, the latter shall prevail.
1.0.5 The engineering design of fireworks and firecracker projects and wholesale stores shall not only meet those specified in this code, but also comply with those in the current relevant ones of the nation.
2 Terms
2.0.1 fireworks and firecracker project
the building, location and matched store producing fireworks and firecracker as well as black gunpowder, gunpowder, fuse and electric igniter used for fireworks and firecracker
2.0.2 hazardous goods
the gunpowder, black gunpowder, fuse, oxidizer, etc. within the range of this code as well as work in-process, semi-finished product and finished product of fireworks and firecracker made of above goods
2.0.3 work in-process
the product under processing in various production stages
2.0.4 semi-finished product
the product that has already been completed in some production stages but requiring further processing
2.0.5 production building of hazardous goods
the building for production, manufacturing and processing of hazardous goods
2.0.6 transit store
the building (structure) used for temporarily storing gunpowder, semi-finished product, finished product, fuse and gunpowder component in building area during production
2.0.7 hazardous goods general store area
the concentrated area of hazardous goods stores storing finished product, chemical raw material, gunpowder (black gunpowder, gunpowder, bright pearl, gunpowder column, gunpowder block), effect inner tube and fuse
2.0.8 temporary explosive storage cave
the cave temporarily storing explosives in natural mountain nearby the hazardous goods building
2.0.9 hazardous goods building
the building (structure) producing or storing hazardous goods, including production building of hazardous goods, warehouse (store), drying yard, temporary explosive storage cave, etc.
2.0.10 explosive quantity
the maximum explosive quantity of hazardous goods that may explode or burn at the same time
2.0.11 friction ignited powder
the power containing potassium chlorate, antimony sulfide, silver fulminate, etc., which can generate ignition (explosion) function through friction
2.0.12 whistling powder
the power containing potassium perchlorate, benzoic potassium hydrogenformate, potassium hydrogen phthalate, etc., which can generate whistling effect
2.0.13 powder with detonation sound
the powder containing perchlorate, nitrate, sulfur, antimony sulfide, aluminum powder, etc., which can generate detonation sound effect
2.0.14 external separation distance
the separation distance between the hazardous goods building and various external objects under the specified criteria of failure, which is determined according to the hazard class and explosive quantity of building.
