1 General provisions
1.0.1 This code is prepared with a view to implement the national laws, regulations, guidelines and policies for the development of the coal industry, implement the scientific development concept, promote the application of effective advanced technologies and management experience of open pit mines, construct green mines, exploit coal resources rationally, achieve safe production and energy conservation, improve the economic benefits of open pit mines, promote scientific and technological progress, and maintain the sustainable development of the coal industry.
1.0.2 This code is applicable to the preliminary feasibility study, feasibility study and engineering design of extra-large-scale, large-scale and medium-scale open pit mines for new construction, renovation and extension.
1.0.3 The coalfield that is applicable to open-pit mining shall adopt open-pit mining.
1.0.4 The preliminary feasibility study and feasibility study of the open pit mine shall analyze the necessity, feasibility and rationality of the open pit mine construction comprehensively based on the minefield resource conditions, external construction conditions, overall planning of the mining area, target market demand, possible mining processes, technical equipment, groundwater control methods, fund raising and investment effects.
1.0.5 The design of the open pit coal mine shall reflect the principles of production centralization, equipment modernization, technology economy rationalization, and safety and efficiency, and adopt new technologies, new processes, new equipment, new materials and scientific management according to local conditions.
1.0.6 In addition to the requirements stipulated in this code, the preliminary feasibility study, feasibility study and engineering design of the open pit mine shall comply with those stipulated in the current relevant standards of the nation.
2 Basic requirements
2.1 Mining limits
2.1.1 The method for determining the economic stripping ratio of the open-pit coal mine shall comply with the following provisions:
1 Economic stripping ratio should be determined by calculation and analysis;
2 The economic stripping ratio should be calculated according to the coal selling price, stripping cost and coal mining cost predicted during the calculation period of the project economic evaluation;
3 For open-pit coal mines mining a variety of useful minerals, it shall be calculated according to the weighted comprehensive selling price and the weighted comprehensive cost.
2.1.2 The surface limit boundary of open-pit mining shall not exceed the scope determined by the approved general plan of mining area and the zoning of mining right setting.
2.1.3 The boundary of open pit shall be determined according to the boundary stripping ratio less than or equal to the economic stripping ratio.Open pit mines with complex coal seam occurrence conditions and topographical terrain shall be checked with an average stripping ratio.
2.1.4 In the design of open pit coal mine, the feasibility of combined open pit and underground mining should be demonstrated according to the demand and mining technical conditions.
2.1.5 Coal pillars shall be set between the boundary of the open pit mining field and the adjacent underground mine.
2.1.6 The area of the mining field should be determined by 50m outside the final surface limit boundary of the pit.When there are transmission lines, communication lines, roads, dewatering holes, pipe networks, drainage ditch and other facilities around the mining field, the corresponding width may be increased as needed.
2.2 Resources/reserves
2.2.1 The preliminary feasibility study of an open pit coal mine shall be based on the preliminary exploration or the detailed exploration geological report of the mine field through review and record;the feasibility study and preliminary design shall be based on the exploration geological report of the mine field through review and record, and the design shall evaluate the exploration degree, resource reliability, coal quality conditions, engineering geology, hydrogeology and economic significance and put forward suggestions.
2.2.2 The preliminary feasibility study, feasibility study and preliminary design of open-pit coal mines, shall classify resources/reserves types of open-pit coal mines based on the "inferred", "indicated"and"measured"resources provided by the preliminary exploration or detail exploration geological report and according to the current national standard GB/T17766 Classification for Resources/Reserves of Solid Fuels and Mineral Commodities and DZ/T0215 Specifications for Coal, Peat Exploration, and calculate the open-pit coal mine geological resources, open-pit coal mine industrial resources/reserves, open-pit coal mine designed resources/reserves, open-pit coal mine designed recoverable reserves and recoverable raw coal or ROM coal.
2.2.3 The selective mining principle of coal seam should be determined according to factors such as coal seam thickness, inclination, bench division, working bench advance direction, technical equipment, mining method and coal quality requirements of users.Generally, the loss of coal roof and floor mining, and coal seam and parting mining may be calculated, and rock dilution at the roof and floor of coal seam may be excluded.
2.2.4 The coal seam recovery ratio shall be determined separately for each minable coal seam according to the conditions for the occurrence of coal seams, mining methods and equipment types selected for the design, and shall comply with the requirements of Table 2.2.4.

2.2.5 The amount of measured and indicated resource in the designed mining area shall meet the following requirements:
1 The amount of indicated resource in the open pit mine field during the preliminary exploration stage should account for 20%-30%of the total resources;
2 In the detailed exploration stage of the open pit mine field, the measured and indicated resource and reserves in the pre-mined area shall reach the percentage specified inTable 2.2.5.
2.2.6 The amount of stripping in open-pit coal mines shall include the stripping soil and rock and the interlayer containing parting in the coal seam group which is larger than the minimum selective mining thickness in the mining boundary. For independent coal seams less than the minimum selective mining thickness, the amount of weathered coal and inferior coal that have no use value, and the amount of coal lost from mining, etc.shall be included in the stripping amount.
2.3 Designed production capacity
2.3.1 The annual designed production capacity of an open-pit coal mine shall be determined by comparison of multiple schemes based on factors such as coal market demand, external construction conditions, the speed of descending section extension, the advance speed of front, the number of working faces, haulage capacity, designed service life and economic benefits.The annual designed production capacity of an open-pit coal mine shall be calculated based on the output of raw coal or ROM coal.
2.3.2 The annual designed production capacity of open-pit coal mines shall be divided into extra-largescale, large-scale, medium-scale and small-scale, and the type division standards shall meet the following requirements:
1 The designed production capacity of extra-large-scale open-pit coal mine shall be equal to or greater than 20Mt/a and above;
2 The designed production capacity of large-scale open-pit coal mine shall be equal to or greater than 4Mt/a and less than 20Mt/a;
3 The designed production capacity of medium-scale open-pit coal mine shall be less than 4Mt/a and equal to or greater than 1Mt/a;
4 The designed production capacity of the small-scale open-pit coal mine shall beless than 1Mt/a.
2.3.3 When the open-pit coal mine is went into operation, sufficient coal amount ready for mining shall be prepared.The recoverable period of the coal amount ready for mining shall be calculated based on the scheduled output of the year.The recoverable period of the coal amount ready for mining shall meet the requirements of Table 2.3.3.

2.2.5 The amount of measured and indicated resource in the designed mining area shall meet the following requirements:
