1. General Provisions
1.0.1 This code is formulated with a view to ensure the fire-fighting security in the interior decoration of buildings, to implement "prevention first, together with fire-fighting" fire prevention guidelines, as well as to prevent and minimize the hazard of building fires.
1.0.2 This code is applicable to the interior decoration design for both civil buildings and industrial buildings. This code is inapplicable to the interior decoration design for both antique buildings and timber buildings.
1.0.3 Under the principles of safe application, technology-leading and economic feasibility, the interior decoration design of buildings shall deal carefully with the contradictions between decoration effect and application safety, and positively adopt non-combustible material and hard-combustible material, so as to avoid the use of any material that might generate plenty of dense smoke or toxic gas during combustion.
1.0.4 The interior decoration design of buildings stated in this code, covers ceiling, wall, flooring and partition decoration, as well as fixed furniture, curtain, drapery, bedspread, furniture wrapper and fixed ornaments for the civil buildings, and covers ceiling, wall, flooring and partition decorations for industrial buildings.
Notes: (1) Partition refers to the partition wall that doesn't touch the roof. The fixed partition wall that touches the roof shall be decorated in the same rules with wall.
(2) The decoration of column surface shall be identical with the provisions of wall surface.
(3) The upper-bracket cabinet that is accompanied with space partition shall be recognized as fixed furniture.
1.0.5 Besides the provisions stated in this code, the interior decoration design of buildings shall be compliant to the relevant national standards and regulations.
2. Classification and rating of decoration material
2.0.1 According to application site and functions, decoration material can be divided into ceiling decoration material, wall surface decoration material, flooring decoration material, partition decoration material, fixed furniture, decorative fabric and other decoration materials.
Notes: (1) Decorative fabric refers to curtains, draperies, bedspreads and furniture wrappers, etc.
(2) Other decoration materials refers to staircase handrail, mirror-hanging thread, skirting board, curtain box and heat radiator covers, etc.
2.0.2 According to the combustion performance, decoration materials can be divided into four ratings and shall be compliant to the provisions of Table 2.0.2:

2.0.3 The combustion performance ratings of decoration material shall be ratified by professional test organizations according to the provisions of this Annex A. B3-rated decoration material can be free of any test.
2.0.4 The thistle board and rock wool acoustic board whose combustion performances reach to B1-rate and installed on steel joist can be used as A-rated decoration material.
2.0.5 When the surface of veneer board is coated with grade-I fire-retardant coating, this board can be used as B1-rated decoration material. When the veneer board is used for ceiling and wall finishing and no electric appliance and cables are contained herein, it's appropriate to singly apply fire-retardant coating on external surface of veneer board; when the veneer board is used for ceiling and wall finishing and electric appliance or cables are contained herein, it's appropriate to coat fire-retardant coating on both internal surface and external surface of veneer board as well as the corresponding wood joists, or apply flame-retardant dipping treatment to make the board into B1-rating.
Note: The classification of veneering fire-retardant coating shall be compliant to the relevant provisions of its current national standard, Fire Resistance Test Methods and Classification Standards of Fire-retardant Coating.
2.0.6 When the paper-based or cloth-based wallpaper lighter than 300g/m2 is directly stuck in A-rated backing, this wallpaper can be used as B1-rated decoration material.
2.0.7 The inorganic decorative coating applied on A-rated backing can be used as A-rated decoration material; the organic decorative coating that is applied on A-rated backing and its wet coating ratio is less than 1.5kg/m2 can be used as B1-rated decoration material. When the coating is applied on B1-rated or B2-rated backing, the coating, together with the backing material, shall be compliant to the combustion performance rating provisions of Annex A.
2.0.8 When different decoration materials are adopted in in-layer decoration, the combustion performance rating of each layer of decoration material shall be compliant to the provisions of this code. The composite decoration material shall be integrally tested and divided into combustion performance ratings by the professional test institutions.
2.0.9 The combustion performance rating of interior decoration material of common buildings can be determined according to the illustrations of Annex B.
3. Civil buildings
3.1 General provisions
3.1.1 When porous or foam-like plastic are partially adopted in ceiling or wall surface, the thickness shall not be larger than 15mm, and the applied area shall not exceed 10% of the ceiling or wall area.
3.1.2 Except for the underground structures, the combustion performance rating of interior decoration material in non-window rooms (except A-rated material) shall be upgraded a rating on the base of the provisions of this chapter.
3.1.3 In library room, reference room, muniment room and cultural relic room, the ceiling and wall surface shall adopt A-rated decoration material, and the flooring shall adopt B1-rated decoration material or above.
3.1.4 In medium- or large-scaled PC room, central control room, central exchange room and other rooms storing particularly valuable equipment, the ceiling and wall surface shall adopt A-rated decoration material, and the flooring and the other decorations shall adopt B1-rated decoration material or above.
3.1.5 In fire pump room, exhaust fan room, fixed fire extinguishing system steel cylinder storing room, switchboard room, transformer room, ventilation room and air conditioner room, all the interior decorations shall adopt A-rated decoration material.
3.1.6 In natural-lighting-free staircase, closed staircase, smoke-prevention staircase and its front room, the ceiling, wall surface and flooring shall adopt A-rated decoration material.
3.1.7 In the buildings equipped with cortile connected upstairs and downstairs, corridor, open staircase and escalator, the ceiling and wall surface of the connected parts shall adopt A-rated decoration material and the rest places shall adopt B1-rated decoration material or above.
3.1.8 In the smoke-block fillet separated from the smoke control area, the decoration material shall adopted A-rated rating.
3.1.9 The bilateral sub-bases of interior movement joints (including settlement joint, expansion joint and seismic joint) shall adopt A-rated material and the surface decoration shall adopt B1-rated decoration material or above.
3.1.10 The interior switch box shall not be directly installed on any under-B1-rated decoration material.
3.1.11 When the high-temperature positions of light fixtures approach the non-A-rated decoration material, such fire prevention measures as heat insulation and heat radiation shall be adopted. The combustion performance rating of light-decorative material shall not be lower than B1.
3.1.12 The wall hanging, sculpture, model and specimen, which are made of B3-rated decoration material should not be installed within the public buildings; if necessary, these articles shall not approach to the ignition source or heat source.
3.1.13 In the horizontal evacuation walkway and fire escape hallway of the overground structures, the decoration material of ceiling shall adopt A-rated decoration material, and the rest positions shall adopt B1 decoration material or above.
3.1.14 The doors to the interior hydrants shall not be covered with any ornaments, the colors of ambient decoration materials shall be distinctly differentiated from those of the hydrant door.
3.1.15 The interior decoration shall not shield the fire fighting devices, evacuation indication signs and fire escape, and cannot disturb the normal uses of fire fighting devices and evacuation walkways. Due to any special requirement, the new change shall be compliant to the national fire-related laws and regulations.
3.1.15A The interior decoration shall not decrease the designed clear opening and quantity of fire escapes, evacuation exits and evacuation walkways.
3.1.16 In the kitchen of building, the ceiling, wall surface and flooring shall adopt A-rated decoration materials.
3.1.17 In the restaurants and scientific research laboratories, in which the naked flames are used often, the combustion performance rating of interior decoration material in non-window rooms (except A-rated material) shall be upgraded a level on the base of the provisions of this chapter.
3.1.18 When the recreation areas like song and dance hall, Kara OK hall (including restaurants equipped with Kara OK function), nightclub, videotape hall, projection hall, sauna room (excluding the scouring bath parts), entertainment hall (including electronic entertainment hall) and internet bar are located in the fourth floor or above in the first- or second-rated hard-combustible buildings, the roof shall adopt A-rated decoration material, and the rest parts shall adopt B1-rated decoration material or above; when the recreation areas are located underground, the ceiling and wall surface shall adopt A-rated decoration materials, and the rest parts shall adopt B1-rated decoration material.
3.2 Single-floor, multi-floor civil buildings
3.2.1 The combustion performance rating of the decoration material in single-floor, multi-floor civil buildings shall not be lower than the provisions stated in Table 3.2.1.
