1. General provisions
1.0.1 This code is formulated to go through with national technical and economic policies during design of cement plant, so as to achieve safety and reliability, state-of-art technology, environment protection and energy conservation, economy and rationality.
1.0.2 This code is applicable to design of construction, extension and renovation of production line in cement plant (including clinker base, cement milling station and bulk loading station).
1.0.3 Design of cement plant shall be carried out on the base of analyzing the integrate benefits and market demand. Advanced, applicable, economical and reliable production process and equipment shall be adopted for cement plant so as to lower down the project investment, raising labor productivity and shorten construction period.
1.0.4 Design of cement plant shall be carried out according to local conditions and also based on the cooperation with town or neighboring industry and agriculture in terms of transportation, public power facilities, culture & education & health, complex utilization and domestic installation.
1.0.5 Extension and renovation projects of cement plant shall make use of existing facilities, fields and resources.
1.0.6 New dry process cement production shall be adopted for design of cement plant. Construction and extension of cement production lines prohibited by national industrial policies, such as wet process rotary kiln, lepol system and dry process hollow kiln, must not be carried.
1.0.7 Design of cement plant should utilize industrial waste and comprehensively utilize resource and energy.
1.0.8 Not only the requirements stipulated in this code, but also those in the current relevant ones of the nation shall be complied with for design of cement plant.
2. Design scale and criteria
2.1 Design scale
2.1.1 Design scale of production line in cement plant shall be determined by considering market trend of products and source of raw materials and fuel, and also shall be divided according to the following provisions:
1 Production line with 4000t and more daily cement clinker output in single line shall be determined as large scale.
2 Production lines with daily cement clinker output less than 4000t and more than 2000t in single line shall be determined as medium scale.
3 Production lines with daily cement clinker output less than 2000t in single line shall be determined as small scale.
2.2 Design considerations
2.2.1 Construction unit shall provide initial documents of design. Initial documents of design shall comprise the following primary contents:
1 As for construction project implementing examination & approval system, approved project proposal or report on project pre-feasibility study shall be prepared; Approved feasibility study report of the project shall be prepared at preliminary design stage (including report on site selection); Approved documents on preliminary design shall be prepared during the period of working drawing design.
As for construction project implementing approve system, approved project application report shall be prepared at preliminary design and working drawing design period (including report on site selection)
2 Resource exploration report approved by state-level or province-level mineral resources (limestone and silica-alumina raw materials) administration
3 Report on technological performance test for raw materials and fuel
4 Exploration report on engineering geology and hydrological geology of plant site and the field of limestone crushing plant out of the plant
5 Report on hydrological geology of water source area and engineering geological prospection (attached with topographic drawing of water source area and water delivery lines: 1:2000 or 1:1000); intention letter or written agreement or feasibility study report on water supply.
6 Intention letter or written agreement or feasibility study report on power supply and communication
7 Intention letter or written agreement on outsourcing raw materials and fuel supply
8 Intention letter or written agreement or feasibility study report on transportation and communication (transportation capacity, rail junction scheme, water transportation and road transportation)
9 Written documents of the competent department for agreeing to requisition of the construction land
10 The following topographic survey:
