1.0.1 This code was formulated with a view to implementing the national water resource development strategy and water pollution prevention and control countermeasures, relieving water resource lacking conditions, promoting wastewater recycling and guaranteeing the sustainable development of urban construction and economic construction as well as achieving safe & reliable, technology-advanced, economical & practical wastewater reclamation and reuse engineering design.
1.0.2 This code is applicable to the constructed, renovated and extended wastewater reclamation and reuse engineering design with agricultural water, industrial water, urban miscellaneous water and environmental water for landscape as the reclamation and reuse target.
1.0.3 Mainly based on the urban master planning, wastewater reclamation and reuse engineering design correctly deals with the relation between foreign water diversion and wastewater resource exploitation & utilization, that between wastewater drainage and wastewater reclamation & reuse and that between concentration and dispersion, construction and extension as well as short-term and long-term from an overall view. Through comprehensive investigation and appraisal, it is guaranteed that the treated urban wastewater is put to good use.
1.0.4 Users shall be well investigated for the wastewater reclamation and reuse engineering design so that their requirements on water quality and water volume are explicit. Before the engineering design, test for wastewater reclamation and reuse should be conducted or the operating experience on existing engineering should be used for reference, so that reasonable reclamation treatment process is selected.
1.0.5 In the wastewater reclamation and reuse engineering, safe and reliable water quality and water volume shall be guaranteed.
1.0.6 The wastewater reclamation and reuse engineering design shall comply with not only the requirements of this code, but also those specified in the current relevant national standards and codes.
